County: Alamance Document: Attachment G Funding: � State ❑ Federal � Yes ❑ No Permit Type: nw3 or nw14 Project Description: NCDOT proposes to replace Bridge No. 0307 over Back Creek on SR 1936 (Stone Street Extension) in Alamance County, TIP # B-5735. This is a state funded project, though it will require a USACE permit and is therefore a federal undertaking subject to Section 106 of the National Historic Preservation Act for purposes of this archaeological review. Preliminary design was not examined for this review though characteristics of the proposed alignment, scale and detour information provided by Division 7 staff informed the limits of the Area of Potential Effects. As a replace in place project, the undertaking is spatially coniined. The bridge replacement will have an offsite detour, therefore no impacts will occur for temporary bridges. The Area of Potential Effects (APE), for purposes of this archaeological review, is about 850 feet along SR 1936, centered on the bridge. The maximum width is about 120 feet wide near the bridge which incorporates potential new fill and any necessary drainage or construction easements. Much of the APE has already been modified by the construction of the existing SR 1936 and bridge. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: This undertaking involves a replace-in-place bridge project on the same alignment. As such, the APE includes limited expansion, primarily for new fill and construction easements that allows for a somewhat wider bridge deck. Some new ROW or easements may be required beyond the exisiting ROW, therefore the APE includes an additiona130 feet beyond the existing ROW. USGS mapping (Mebane) and aerial photography was studied (see Figures 1 and 2). The project area along SR 1936 passes through rural landscape with occassional residences, farms and ponds. The terrain is hilly and has a relatively narrow floodplain at this crossing of Back Creek. Many soils types are present with the APE. The include variations of the Lloyd loam or Lloyd clay loam soils (LaD3, LbC, LbC2) on the slopes (6-15 percent). These were noted as being eroded with the exception of LbC which makes up the northern portion of the APE (and may be determined eroded or modified if examined today). Other soils are the Chewacla fine sandy loam (Cd, occasionally flooded and somewhat poorly drained) and the Mixed alluvial land (Md) in the stream bed. Sloped or poorly drained soils are commonly associated with only limited human activity, and are less likely to result in a recognizable archaeological site that might convey its significance. Virtual drive-by was available on Google Maps but not Bing Maps. Open areas are often agricultural in nature. There are some residences and mobile home parks nearby, and a ATV/motorbike track is a short distance to the east. No cemeteries were noted ar obvious during that viewing, examination of aerial photography, or on the USGS mapping at the project location. GIS-based cemetery data maintained by NCDOT archaeologist, Paul J. Mohler, does not show a cemetery recorded nearby. Most of the earlier maps provided little information about the project location, likely because the road wasn't in existence until the second half of the last century. Alamance County highway maps first show the road in 1962, and USGS mapping of Mebane has the Stone Street Extension (SR 1936) here on 1969 versions. The project review request notes the bridge was built around 1966, consistent with the mapping. In all cases, the road is in the same alignment with no shifts at the crossing. Otherwise, nothing notable was observed on those mid-century maps that would suggest an archaeological site would be present at this crossing, like a historic structure or industry. The Office of State Archaeology was visited in January, 2016, to review archaeological mapping and to reference any known archaeological surveys and sites. Major archaeological surveys have been conducted along the highways and reservoir to the north. Dozens of archaeological sites are mapped in the general vicinity. Sites are situated both on elevated landforms and also along or overlooking drainages. This suggests that archaeological sites, historic and Native American, are present in a widespread pattern in this portion of the county, and were recorded as a result of systematic surveys over broad portions of terrain. However, no sites or major archaeological studies are located within the close vicinity of the project and APE. As a result of this review, we conclude that the likelihood of encountering intact, NRHP-eligible resources are low based on the limited new footprint of the undertaking, replacing the bridge at the existing location, the road and bridge construction disturbances from the existing facility, agricultural practices, hilly and eroded topography, or sometimes flooded and not optimally drained soiL The project should be considered compliant with Section 106. No archaeological survey is recommended for this undertaking as currently proposed. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The scale and nature of the project is limited to replacement of the existing Bridge No. 307 with a new structure at the same location. The expected small footprint of construction and easements, the existing disturbances, and the poor landform for habitation and site preservation are all contributing factors in the recommendation for no archaeological survey. Therefore, this federally permitted undertaking should be considered compliant with Section 106.
