HomeMy WebLinkAbout20170832 Ver 1_Agent/Consultant Authorization Letter_20170706Natural Resource Summary Culvert Replacement on NC 62, Guilford County WBS-17BP.7.C.5 Ben Furr of ICA Engineering, Inc. (HDR|ICA) conducted field investigations within the project study area on May 4 and June 16, 2016. One perennial stream (S1 - UT to North Prong Stinking Quarter Creek) was identified within the project limits. North Prong Stinking Quarter Creek is classified as C, NSW. S1 substrate is dominated by sand upstream of the road and cobble/gravel downstream of the road. S1 is approximately 8 to 10 feet wide and 1 to 2 feet deep, from stream bed to Ordinary High Water Mark (OHWM). Indicators of OHWM include wrack lines and depositional benches. Mature hardwood vegetation is present on both stream banks downstream of the road but lacking along the stream banks upstream of the road. The project is in the Jordan Lake Watershed; therefore, the Jordan Lake Buffer Rules apply to S1. The United States Fish and Wildlife Service (USFWS) lists small whorled pagonia (Isotria medeoloides) as threatened and northern long-eared bat (NLEB, Myotis septentrionalis) as endangered in Guilford County. Marginal habitat for small whorled pagonia is present on the south side of NC 62, within the project limits; however, small whorled pagonia was not observed during surveys conducted June 16, 2016. The biological conclusion for small whorled pagonia is No Effect. Effects of NCDOT projects on NLEB in Guilford County have been addressed through a Programmatic Biological Opinion which took effect on May 4, 2015. This project will be permitted under a non-reporting Nationwide General Permit 3. The existing culvert (72” ATP, 40 feet long) will be removed and replaced with a 90” CAP with headwall and endwall (54 feet long). The culvert is being extended upstream and downstream and skewed to improve alignment with the existing channel. The upstream extension will result in 4 linear feet of permanent stream impact. The downstream extension will result in 10 linear feet of permanent stream impact. Rip-rap will be installed at the inlet and outlet of the culvert to stabilize stream bed and banks, which will result in a total of 25 linear feet of stream impact (15 feet upstream, 10 feet downstream). Erosion control measures will be installed to prevent sediment from entering jurisdictional resources during construction. Temporary dikes and a pump around system will be installed to facilitate work in the dry. Temporary dikes will result in 26 linear feet of temporary stream impacts. The construction sequence is detailed in the attached Erosion Control Plan (Sheet EC-5). Impacts within the Jordan Lake Buffer Zone 1 total 1,971 square feet. Impacts with Zone 2 total 1,324 square feet. Buffer impacts are directly related to clearing and grubbing and widening of the existing transportation facility to accommodate the new culvert. Less than 40 linear feet of Jordan Lake Buffers will be impacted as a result of project construction. During construction of this project, NC 62 will be closed at the construction limits and traffic will be placed on an off-site detour. NC 62 will be reopened to traffic upon completion of construction. In summary, the project will result in 39 linear feet of permanent stream impact, 26 linear feet of temporary stream impact, and 3,295 square feet of impact to Jordan Lake Buffers.
