You are correct that the Supplemental Sheet has a typo on it. The correct wetland impact is shown in Table C.2 of the PCN form. 2. Permanent Loss of Use of 251 Lf. is correct as shown in the Section 3.0 Stream Impact Table supplement, as presented in the PCN documentation. For clarity, the impact locations are broken down as follows, using the nomenclature [form # (plan table #)]: a. Location [S1 (1A)]: 118 Lf. of which 36 feet shall be embedded rip rap energy dissipation as a scour hole with NO PERMANENT LOSS OF USE [S1 (113 and 1C)] = 82 Lf. PERMANENT LOSS OF USE b. Location [S2 (3A)]: 86 Lf., of which 21 feet shall be embedded rip rap energy dissipation as a scour hole with NO PERMANENT LOSS OF USE [S2 (313)] = 65 Lf. PERMANENT LOSS OF USE c. Location [S3 (4A)]: 140 Lf. of which 36 feet shall be embedded rip rap energy dissipation as a scour hole with NO PERMANENT LOSS OF USE [S3 (413 and 4C)] = 104 Lf PERMANENT LOSS OF USE 3. No determination of the perennial/intermittent point has been made by DWR. Because our application proposes to provide mitigation for Corps' permitting purposes of at least 1:1 for all 251 Lf. of impact to streams, a determination of what of that 251 Lf. amount is intermittent has not been made. As you know, the Corps has identified that 2:1 mitigation may be necessary for stream impacts unless data can be provided thatjustifies only 1:1. We are in the process of determining relative condition of the streams in the various impact locations for appropriate mitigation ratio purposes. 4. Condition #13 of GC3890: See below and the attachments. 5. Condition #6 of GC3890: See below and the attachments. 6. The Town of Cary is reviewing all aspects of this development including applicable Jordan Lake Riparian Buffer Impacts. Please feel free to contact me should you require additional information. Also provided for reference is a copy of the impact maps and the culvert installation sequence detail. 1. Note that twin culvert on Impact Map 1-2 (for Impact #1) illustrates one larger culvert alongside a smaller "perched" culvert in order to mimic the natural channel. The base flow of the stream will be captured in the larger culvert, which will maintain normal water depth and allow for aquatic life passage. The smaller "perched" culvert will only receive flow during periods of extremely high flow/flooding. Also please refer to the attached Culvert Sequence detail and outline that are also contained within the site construction drawings. Note that the impact maps include provisions for embedded dissipaters for stabilization of the disturbed portion of stream channel at both the downstream and upstream ends of the culvert. The rip -rap will be installed such that the top of the rip -rap matches the pre -construction contours of the stream bed, which will maintain aquatic life passage and allow the dissipator to continue functioning as a stream. 2. The sewer crossing at Stream Impact #8 will cross an intermittent stream in the very upper reach, just below the stream origin. The flow in the upper reach of the intermittent stream is very brief and low in volume. Construction of the sewer crossing will occur during predicted period of dry weather so that work can be conducted and completed "in the dry'.
