That's correct, the .39 acres was the total amount of wetlands onsite, the NWP 29 will account for .10 of it, so yes .29
acres will need to be mitigated for.

Last week you mentioned that the project should only need to purchase 0.29 acres given the NWP allows up to 0.1 acre.

Last week we talked about the need for mitigation to account for the .39 acre wetland that will be impacted for this
project. Before I write the permit I would like to see a formal proposed mitigation purchase letter. The letter should
include the following;
1. The mitigation bank where the wetlands will be purchased from.
2. The amount of wetlands to be purchased.
3. The type of wetlands that will be purchased.
4. The proposed time table for the purchase of the wetlands.
I can write the NWP before they are purchased, however, first I'll need something in writing detailing the proposed
mitigation purchase. I've got the permit drafted, just need additional information on the mitigation part of the project. I
think DWR is also waiting on this information.

RE: Kia/Mazda NWP Mitigation
Mr. Beecher,
Please utilize this letter as a formal proposal for the purchase of non -riparian credits to mitigate the
proposed impact to the above referenced project. The project is located within HUC 03020204 and
Brices Creek Bank is within this HUC. Coggin Asset Management, LLC were contacted during the permit
application process and non -riparian credits were available for purchase. It has been determined that
0.29 acres are to be mitigated for the project at a rate of 2:1, therefore a minimum of 0.60 credits will
need to be purchased to meet this condition. The owner has agreed to purchase the needed credits by
August 1, 2017. If you have any questions or comments, please give me a call.
