The discharge sampling was conducted on August 13, 2008. At the time of sampling, the elevation of Narrows was 535.1 ft (6.9 ft below full pool), Unit 2 was operating at 29 MW, and the reservoir was strongly temperature stratified, with near anoxic conditions at the bottom of the deep portion of the reservoir, just upstream of the dam. The discharge sample was collected in the Narrows tailwater at the existing NCDWQ approved water quality monitoring station which is located immediately downstream of the powerhouse, in an area of well-mixed water. Field sampling was conducted by ENSR and was done in accordance with the study plan, following the EPA approved clean hands/dirty hands sampling method. Laboratory analysis was conducted by Columbia Analytical and Prism Laboratories (mercury), both North Carolina certified laboratories, following standard EPA methods. The results of the discharge sampling are provided in detail in the report. In accordance with the approved study plan, samples were analyzed for over 100 different parameters, including metals, PCBs and volatile organics. The results found that all parameters were below North Carolina state water quality standards or, where standards do not exist, below the method detection limit. These results demonstrate that the operation of the Narrows development does not result in the discharge of any of these constituents in excess of state water quality standards. (APGI) must obtain water quality certification from the State of North Carolina, under Section 401 of the Clean Water Act, to operate its four hydroelectric developments on the Yadkin River. As part of the relicensing process, APGI sought comment from agencies, municipalities, organizations and the public on concerns related to the water quality at the Project. A letter, originating from John Dorney of the NC Division of Water Quality (DWQ) dated May 23, 2008, requested that APGI provide a written plan for sampling the discharge from the Narrows (Badin Lake) dam for pollutants to include heavy metals and organic pollutants including volatile organic compounds, acid extractable compounds, base-neutral compounds, and PCBs using a priority pollutant scan analyzed in accordance with 40 CFR Part 136. All analyses were to be conducted by a DWQ-certified laboratory. These data were to support water quality certification under Section 401 of the Clean Water Act. In accordance with DWQ's request, AGPI prepared a discharge sampling plan for the Narrows which was submitted to DWQ on June 20, 2008. In a letter dated July 31, 2008, DWQ approved the sampling plan. In accordance with the approved study plan, ENSR conducted surface water sampling at Badin Lake using a clean hands/dirty hands sampling technique (EPA method 16691) to determine whether the compounds listed above were being passed downstream through the Narrows Project. Sampling occurred at the tailrace of the Narrows dam at a location approximately 300 feet downstream of the powerhouse, a location that has been determined to be well mixed and is also the location of 9 years of historical sampling data. To be conservative, sampling was planned to coincide with thermal stratification, a period when mobilization of priority pollutants (particularly metals) from sediments to the surface water was anticipated to be greater due to anoxic conditions. Sampling also coincided with a period of low river flow through the Yadkin system to minimize the potential for dilution of potential contaminants originating in the vicinity of the Badin Plant located on the Narrows impoundment (Badin Lake). In accordance with the study plan, sampling was conducted when at least one of the Narrows generating units was operating. On August 13, between the hours of noon and 8 PM, AGPI was operating Narrows Unit 2 at 29 MW. Tailwater sampling commenced at 3:45 PM and was completed at 4:40 PM. Water level elevations in the Narrows impoundment and tailrace at the time of sampling were 535.1 and 363.7 feet, respectively. 1 US EPA. 1996. Washington D.C. 1-1 September 2008 ENSR 2.0 Laboratory/Method identification To obtain low-level laboratory detection that accommodated the clean hands/dirty hands sampling method, ENSR investigated the use of various laboratory methods for parameters of concern that were both covered under 40 CFR part 136 and were capable of achieving a low-level method detection limit (MDL). ENSR identified EPA 200.8, which is covered under 40 CFR part 136 and is also a North Carolina certified laboratory method capable of providing lower MDLs than the more conventional EPA 200.7, to be used for all metals except mercury which was analyzed using EPA 1631. Further, ENSR identified Columbia Analytical, a North Carolina certified laboratory located in Kelso, Washington, to conduct the analyses for PCBs, volatile organic compounds (VOCs), acid-extractable compounds, base-neutral compounds, and all metals with the exception of mercury. Prism Laboratories, located in Raleigh, North Carolina, was contracted to conduct the mercury analysis. Prism Laboratories is currently listed as one of North Carolina's certified laboratories capable of conducting EPA 1631. 2-1 September 2008 ENSR 3.0 Surface water sampling ENSR conducted the surface water sampling at Badin Lake on August 13, 2008. Weather conditions for that day consisted of light to moderate precipitation with temperatures approaching 70°F. Vertical lake profile readings were first taken at the Narrows Reservoir to confirm thermal stratification and anoxic conditions (Appendix A). Readings for physical parameters (i.e. dissolved oxygen, conductivity, pH, temperature, and turbidity) were taken every meter using a Hydrolab unit until the lake bottom was reached. The Hydrolab unit was successfully calibrated prior to taking the vertical profiles measurements. Upon completion, the sampling team moved to the tailrace to collect the samples. In accordance with the clean hands/dirty hands sampling technique, ENSR staff donned Tyvek suits upon reaching the sampling location. All metal samples were double-bagged by the contract laboratories and only the clean hands sampler was allowed to touch the sample bottles and the inside bags. The dirty hands sampler was responsible for sealing the outside bag and for labeling the sample bottles. Three samples were taken at tailrace for all parameters of concern: BL01, BL02 (replicate samples), and BL03 (field blanks). As soon as samples were taken and sealed they were immediately placed in a cooler to prevent potential contamination. Upon sampling completion, the coolers were packed full of ice and shipped to their respective locations. All samples were received by the laboratories within 48 hours, well within the holding times for all analytes. 3-1 September 2008 ENSR 4.0 Laboratory results Prism and Columbia Analytical provided laboratory results on September 8th and 23rd, respectively. All results were below North Carolina state standards or below the method detection limit where standards do not exist, and as such, should satisfy the request of DWQ. Laboratory results for zinc were slightly inconsistent as BL02 (replicate sample) was an order of magnitude greater than 131-01, and the field blank yielded a zinc concentration of 2.8 pg/L. While results were not typical they were all well below standard (50 pg/L).
