TROGDON, III SECRETARY SUBJECT: Nationwide Permit #14 Bridge No. 790315 on SR 1225 (Patterson Street) over Grants Creek, Class C, Rowan County, NC, WBS Project No.: 17BP.9.R.62 Dear Mr. Lastinger, This is a request for a Nationwide Permit 14 for the replacement of Bridge No. 790315 with a double barrel box culvert (2@ 13'x 9' RCBC) on SR 1225 (Patterson Street) over Grants Creek and bank stabilization of an Unnamed Tributary (UT) to Grants Creek (Class C) in Rowan County. Attached are the pre-construction notification application, vicinity map, soils map, topographical map, and permit drawings with the project study area called out. Other attachments include the mitigation acceptance letter from Division of Mitigation Services (DMS), the stormwater management plan, the culvert survey report, the No Histaric Properties Present or Affected Form' for Historic Architecture, and the No Archaeological Sites Present or Affected' for Archeology. The project will permanently impact 203 linear feet (45'-culvert, 158'-bank stabilization) and temporarily impact 391inear feet (dewatering) of Grants Creek and its UT. Low stream flow will be isolated into one barrel, with 1' sills, and the culvert will be buried 1' below the stream bed to ensure aquatic passage. The high flow barrel will have 2' sills and floodplain benches constructed at the inlet and outlet of the culvert. The low flow barrel will be backfilled with material that is excavated fram the stream or floodplain and may be supplemented with rip rap if needed. The high flow barrel will be backfilled with rip rap or native bed material of appropriate size to the sill elevation to expedite the establishment of a natural stream bed. The culvert site will be dewatered during construction in accordance with NCDOT's Best Management Practices. Additional construction activities include the relacation of an overhead power line and a new waterline using trenchless installation approximately 20 feet upstream of the culvert inlet. No impacts to Waters of the US are proposed because of the utility installation. Habitat is present in the project area for Schweinitz's Sunflower; however, a November 12, 2014 survey revealed no presence of Schweinitz's sunflower. Consequently, it was determined that the proposed project will have `No Effect' on Schweinitz's Sunflower. A November 12, 2014 survey of the project area revealed no suitable far Georgia aster. Summer roosting habitat does exist in the project area for the NLEB. Anticipated tree clearing impacts for the project are estimated to be 0.14 acres. A July 31, 2014 survey of the existing bridge revealed no presence of the NLEB. The project area falls within the range of the NLEB and there is likely tree cutting and/or percussive activities associated with the project. Consequently, it is deternuned that the project `May Affect, not likely to adversely affect' the NLEB. Thus, for the proposed action, NCDOT has committed to the conservation measures listed below: 1. No alterations of a known hibernaculum's entrance or interior environment if it impairs an essential behavioral pattern, including sheltering Northern long-eared bats (January 1 through December 31); 2. No tree removal within a 0.25-mile radius of a known hibernacula (January 1 through December 31); and 3. No cutting or destroying a known, occupied maternity roost tree, or any other trees within a 150-foot radius from the known, occupied maternity tree during the period from June 1 through and including July 31. The final determination regarding the NLEB biological conclusion will be deternuned by the USFWS in consultation with the USACE in accordance with Standard Local Operating Procedures for Endangered Species Act Compliance far the Northern Long-Eared Bat in North Carolina, December 2016. Bald Eagles are protected under the Migratory Bird Treaty Act and the Bald and Golden Eagle Protection Act. A field survey of the project study area was conducted on January 14, 2015. No species or nests were observed. Therefore, this species will not be impacted because of project construction. By copy of this letter, we also request 401 review and approval from the NC Division of Water Resources with one copy of the application package provided to Amy Chapman, Transportation Pernutting Unit Supervisor, and Dave Wanucha, DOT Project Coordinator. The channel will then be excavated and realigned for low flow shaping, and a floodplain bench with stabilization will be established on the left bank. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The proposed project will remove and replace a structurally deficient bridge and replace it with a double box culvert. Roadway approach work is minimized as much as is practical to reduce the overall project footprint. An off-site detour will be employed to avoid the need for a temporary parallel structure. The culvert slope is 0.30 %, matching the existing stream bed slope of 0.30°/a. Native bed material shall be placed between the sills in the culvert to provide a continuous low flow channel. Further justification is provided in the storm water management plan. Bank stabilization will be minimized to those areas where deemed necessary. 1 b. The archaeological Area of Potential Effects (APE) for the project is defined as a 600 foot (182.88 m) long corridor running 300 feet (91.44 m) east and 300 feet west along Patterson Street from the ends of Bridge No. 31 S. The corridor is approximately 1 SO feet (45. 72 m) wide extending 75 feet (22.86 m) on either side of the road from its present center. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. � Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. � All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. � There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. (Attach any notes or documents as needec� "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT OR AFFECTED form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. lofll Project Tracking No.: 15-01-0027 Brief description of review activities, results of review, and conclusions: Bridge No. 315 is located just west of China Grove in the southwestern portion of Rowan County, North Carolina. The project area is plotted in the western half of the China Grove USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on January 27, 2015. No previously recorded archaeological sites have been identified within the APE, but seven sites (31RW69-31RW72 and 31RW80-31RW82) are reported within a mile of the bridge. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2014), there are no known historic architectural resources within the APE that may yield intact archaeological deposits. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), historic maps (North Carolina maps website), and Google Street View application were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. An archaeological field investigation was carried out on February 10, 2015, to evaluate the project area. Patterson Street and Bridge No. 315 cross Grants Creek roughly east to west. The creek drains to the north and is part of the Yakin Pee-Dee drainage basin. The APE consists of floodplain on either side of the creek, steep side slope at the eastern end, and a gentle sloping terrace to the west (Figures 2-6). A secondary drainage is also present alongside the road to the northeast. The area contains a mix of open and forested residential lots. Open property for a radio station falls just outside of the APE to the east. Obvious ground disturbance involves a wastewater corridor within the floodplain to the east of the creek, buried utilities alongside the road, and landscaping to the west. The USDA soil survey map shows that three soil types make up the APE (see Figure 2). The floodplain is composed of Chewacla loam (ChA). This is a somewhat poorly drained soil with a slope of less than 2 percent. It is subject to frequent floods. Due to persistent wetness and flooding, this series not well suited for early settlement activities and unlikely to yield a significant archaeological site. No subsurface testing is required for this series. The far eastern side slope consists of Pacolet sandy loam (PaD). This series is well drained by slope is between 15 and 25 percent. Typically, sub-surface testing is not required on landforms with slope at or greater than 15 percent, since they are unlikely to yield significant archaeological sites. The last series present is the Cecil sandy clay loam (CeC2), which is found on the western terrace. This is a well drained soil with slope at 8 to 15 percent. However, erosion is moderate with the original surface layer mixed with subsoil due to tillage. This series has the potential of yielding intact deposits even though erosion can be a hindrance. As a result, subsurface testing was required for this series. A review of the site files show that at least one archaeological investigation has fallen within the APE. In 1984, Wake Forest University conducted a survey along the eastside of Grants Creek for the current wastewater corridor. This investigation resulted in the identiiication of seven archaeological sites (31RW69-31RW72 and 31RW80-31RW82) within the vicinity of the bridge. These are all prehistoric sites situated on well drained stream terraces. The sites were later revisited by Archaeological Research Consultants in 1985, and those portions of the sites that fell within the wastewater corridor were determined not eligible for the National Register. No evidence for an archaeological site was found within the eastern half of the currently defined APE during this previous investigation. This supports the idea that no significant resource is present on wet soils or on slope at 15 percent or more. Lastly prior to fieldwork, a historic map review was conducted. Most early maps from the 18th and 19th centuries provide only general details concerning the region illustrating just major roads and settlements. One of the iirst maps in which an accurate location could be determined is the 1893 USGS Statesville topographic map (Figure 7). Later maps such as the 1914 Soil Survey map for Rowan County continue to show no new features (Figure 8). It is not until the publication of the 1938 State Highway map for the county that Patterson Road and the bridge are illustrated (Figure 9). Structures that are depicted on this map are to the southeast and very likely outside of the APE. None of the subsequent maps show any distinct changes to the project area. It is not expected archaeological deposits associated with former signiiicate structures will be encountered within the APE. The archaeological field investigation at Bridge No. 315 consisted of a surface inspection followed by three shovel test placement (STP) along the terrace to the west of the bridge (see Figure 2). No subsurface testing was carried out on steep slope to the east or in the saturated floodplain. The surface inspection revealed three prehistoric flakes in the front yard of a house southwest of the bridge. The yard is heavily disturbed with the surface layer striped with mulch added to flower beds and around trees as the only protection. Gravel has also been place on the surface and has subsequently been pushed into the soil. No subsurface testing was carried out in the yard due to the presence of subsoil at the surface. A small forested area extending out of the floodplain and onto the edge of the terrace appeared to still contain intact soils. The subsurface of this portion of the terrace, however, was tested with a single STP (STP#1). The stratigraphy within the forest consists of three soil layers. The upper layer is a 15 cm (ca. 6 in) thick brown (lOYR 4/3) sandy loam. It is followed by another 15 cm (ca. 6 in) layer of yellowish brown (lOYR 5/6) sandy clay loam. Last, subsoil is a strong brown (7.SYR 5/6) sandy clay that extends to at least 40 cm (ca. 16 in) below the surface. STP#1 produced one quartz flake from the upper surface layer to extend the site to the terrace edge. A further two STPs (STP#2 and STP#3) were excavated north of the road since surface visibility was poor. These STPs show that this section of the terrace is very heavy disturbance as well from landscaping activities. The upper layer is a 35 cm (ca. 14 in) thick strong brown (7.SYR 4/6) sandy clay loam, which is likely fill from elsewhere on the property. Below this is a very compact layer of dark yellowish brown (lOYR 3/4) sandy clay loam that is mottled with strong brown (7.SYR 4/6). This layer likely represents fill toa It extends to at least 50 to 60 cm (ca. 20 to 24 in) below the surface and is followed by the strong brown subsoil. No additional STPs were placed on this property due to the extent of the disturbance and its unlikeliness of yielding intact deposits. Regardless of the disturbance, a prehistoric ceramic sherd was recovered in STP#2 within the upper 20 cm (ca. 8 in). Modern window glass fragments were also found in context with the ceramic sherd further supporting the idea that the upper layer is fill and contains no research potential. The site is recorded as 31RW261. It measures approximately 50 m(ca. 164 ft) north-south X 30 m (ca. 98 ft) east-west and likely extends outside of the APE to the south and southwest (see Figure 2). The site is situated on the stream terrace and is bounded by the floodplain to the east and the extent of the surface scatter to the southwest (Figure 10). The northwest boundary is marked by a negative STP, but this section as previously mentioned is heavily disturbed. The presence of the ceramic sherd associated with modern material on the north side of the road is most likely the result of modified soils originating from further upslope. No investigations were conducted outside of the APE and subsurface investigations into the disturbed soils were limited. The artifact assemblage includes three meta-volcanic flakes from the surface, one quartz flake from the first soil layer, and one ceramic sherd from possible fill (Table 1). The ceramic sherd is sand temper with a plain surface treatment. It could not be typed. The surface scatter of lithic material is very light and covers an area that measures 15 m(ca. 49 ft) X 15 m(ca. 49 ft). It is suspected that only the edge of the site falls within the project limits and that a greater density of artifacts are could be present either at the current house location to the south or under the paved driveways to the southwest. The artifacts collected date to undefined Woodland and/or Archaic prehistaric periods. Due to a light artifact density, lack of intact deposits, and general ground disturbance from erosion and landscaping activities, the site contains no horizontal or vertical integrity within the APE and is ineligible for the National Register. However, any portions of the site that are outside of the APE and were not investigated should be considered unassessed. All historic artifacts identiiied within STPs are modern and are not considered associated of any early historic settlement of the region. Surface and subsurface investigations did reveal prehistoric site 31RW261, but this site is considered ineligible due to a lack of integrity within the project limits. Area not tested or surface inspected consists of either saturated soils, steep slope, or were previously investigated by Wake Forest University in 1984 and are unlikely to yield any significant infortnation. As a result of the current investigation, no further archaeological work is required for replacement of Bridge No. 315 in Rowan County. However, additional work will be required should design plans change to encompass property outside of the currently defined APE.
