The town of Cary and NCDOT will investigate possible on-site stream and wetland mitigation once a final decision has been rendered. NC 2 Carpenter Fire Station Road Realignment (U-5502) Additional Information An Environmental Assessment (EA) / Finding of No Significant Impact (FONSI) was approved and signed on January 5, 2016 and is available upon request. B. Projecf Information and Prior Project History 3d. Explain the purpose of the proposed project. NCDOT STIP U-5502 consists of the realignment of approximately 0.8 miles of Carpenter Fire Station Road between Morrisville Carpenter Road (SR 3014) and NC 55. The project includes construction of a grade separation enabling the road to pass under the CSX Railroad. Ultimately, the realignment and grade separation will help reduce traffic volume and improve traffic flow, while reducing the amount of automobile accidents throughout the west-east connection. Further, the project will improve network connectivity within Cary, reduce through- traffic in the core of the Carpenter Historic District, and improve the safety amidst the corridor. Detailed information about traffic volumes and accident data can be found in the EA/FONSI. Carpenter Fire Station Road realignment will create a major corridor, connecting points west of NC 55 with Louis Stephens Drive, Davis Drive, NC 54, and I-40. This network connection will provide a direct west-east connection between NC 55 and Morrisville Carpenter Road, further linking Cary, Morrisville, and western Wake County. For a majority of the project's study area limits, Carpenter Fire St�tion Road is a two-lane, undivided corridor, with approximately 330 feet of road on the western side of NC 55 having a right turn only lane. The two-lane undivided corridor continues for another 1,220.feet, crossing the CSX Railroad, before it intersects with Morrisville Carpenter Road. ,- 3e. Describe the project in detail, including type of equipment to be used. The proposed typical section will provide a four-lane, median-divided facility. From the west end of the project to NC 55, one 12-foot wide through lane and one 14-foot outside lane is provided in each direction. A 21-foot wide raised median will be provided and curb and gutter will be used along the outside of the roadway. The 14-foot outside lane is provided for shared use with bicyclists. T'hese 14-foot outside lanes will be provided along both sides of the proposed roadway. From NC 55 east to the end of the project, two 12-foot through lanes will be provided in each direction. A 27-foot raised median and 4-foot paved shoulders to accommodate bicyclists, and a ditch section will also be provided. Expressway gutter will be used to minimize the footprint of the roadway that must pass under the CSX Railroad. The proposed project will construct a four-lane median divided roadway from Howard Road to just east of the existing intersection of Morrisville Carpenter Road and Louis Stephens Drive. 1 The existing portion of Carpenter Fire Station Road from NC 55 to just east of the CSX rail crossing and the associated at-grade rail crossing will be closed. Additionally, the proposed project will have three at-grade intersections: 1) NC 55, 2) Good Hope Church Road, and 3) Louis Stephens Drive. The existing NC 55 intersection is signalized and the proposed at-grade intersection is signalized. The Good Hope Church Road at-grade intersection is proposed as unsignalized and the proposed Louis Stephens Drive at-grade intersection is proposed as signalized. The roadway will be constructed using standard roadway equipment such as bulldozers, road graders, and dump trucks. 4. Jurisdictional Determinations A general field visit was done by AECOM biologists on October 10, 11, and 12, 2012. This visit resulted in the delineation of both streams and wetlands. A verification of delineated wetlands was done on August 27, 2013 with David Shaeffer of the U.S. Army Corps of Engineers. A Preliminary Jurisdictional Determination was issued on November 19, 2013 after this field visit. On March 6, 2014 Rob Ridings of the NC Division of Water Resources reviewed delineated streams and ponds. During this visit, it was determined that all but stream SH were subject to either the Jordan Lake or Neuse River buffer regulations. C. Proposed /mpacts Inventory 2. Wetland WI (Site 2) will sustain <0.01 acres of temporary hand clearing of the forested wetland as a result of project construction. Wetland WJ (Site 3) will sustain 0.02 acres of permanent fill as a result of project construction. Wetland WK (Site 6) will sustain 0.03 acres of permanent fill as a result of project construction. All wetlands are in the Cape Fear Basin except for Wetland WI (Site 2) which is in the Neuse River Basin. � 3i. Comments Two streams will be impacted by project construction (SJ and SPB). SJ, an intermittent, unnamed tributary (U� to Morris Branch, will sustain 163 feet of permanent existing channel impacts. SPB, a perennial, UT to Morris Branch, will sustain 32 feet of permanent existing channel impacts. In total, 0.02 acres of permanent surFace water impacts will occur. These streams are both in the Cape Fear River Basin. � � D. Impact Justification and Mitigation 4h. Comments Due to the location of the wetlands, impacts to the streams and wetlands are unavoidable. Impacts to wetlands have been minimized, to the extent possible, during the design process. Compensatory mitigate for all unavoidable impacts will be perFormed by purchasing stream credits from an approved mitigation bank and wetland and buffer credits from the NC Division of Mitigation Services. All stream and wetland impacts are in the Cape Fear River Basin with the exception of Wetland Site 2 which is located in the Neuse River Basin. Impacts at Site 2 consist of <0.01 acre of hand clearing. No compensatory mitigation is proposed for impacts at Site 2 as the impacts from hand clearing will only be temporary. Permanent impacts to wetlands from filling and mechanized land clearing total 0.27 acres. Compensatory mitigation is requested at a ratio of 2:1. The Town of Cary proposes to purchase 0.54 credits from the NC Division of Mitigation Services as sufficient wetland credits are not available from any active Mitigation Banks with a service area encompassing the project area. A statement of availability from the NC DMS is attached. Permanent stream impacts consist of impacts to 32 linear feet of perennial stream and 163 feet of intermittent stream. Compensatory mitigation is requested at a ratio of 2:1 for the perennial 3 stream and at a ratio of 1:1 for the intermittent stream. In general intermittent streams provide lower aquatic functions then perennial streams. 227 credits will be purchased from the Bass Mountain mitigation bank. A statement of availability from Restoration Systems, the mitigation provider is included with this application. E, Stormwater Management and Diffuse Flow Plan The Town of Cary is an MS4 and can review their own stormwater permits, as NCDEQ audits the MS4's for compliance to state stormwater regulations. F. Supplementary Information 5. No habitat for the dwarF wedgemussel is present in the project area. Several small isolated stands of large open loblolly pine were present in the project area but no signs of red-cockaded woodpecker cavity tree construction were present in any of these stands. The stands were quite small (1-2 acres) and surrounded by forests with greater stand density, high concentration of hardwoods, and/or dense shrub growth making the stand unsuitable for red-cockaded woodpecker foraging or nesting. This project will have No Effect on the red- cockaded woodpecker. . AECOM biologists surveyed the project.area for the presence of Michaux's sumac on October 10, 11, and 18, 2012. Suitable habitat was encountered in the project study area in the form of woodlot edges, agricultural field edges, roadsides and railroad rights-of-way. Sumac species were encountered in suitable habitat during the surveys and include smooth sumac and winged sumac; however, no populations of endangered Michaux's sumac were encountered. This project will have No Effect on Michaux's sumac. Northem long-eared bat (NLEB) was not listed as threatened at the time the Environmental Assessment was performed. In North Carolina, the NLEB occurs in the mountains, with scattered records in the Piedmont and coastal plain. In western North Carolina, NLEB spend winters hibemating in caves and mines. Since this species is not known to be a long-distance migrant, and caves and subterranean mines are extremely rare in eastern North Carolina, it is 4 uncertain whether or where NLEB hibemate in eastem North Carolina. During the summer, NLEB roost singly or in colonies undemeath bark, in cavities, or in crevices of both live and dead trees (typically z3 inches dbh). Males and non-reproductive females may also roost in cooler places, like caves and mines. This bat also been found, rarely, roosting in structures like bams and sheds, under eaves of buildings, behind window shutters, in bridges, and in bat houses. Foraging occurs on forested hillsides and ridges, and occasionally over forest clearings, over water, and along tree-lined corridors. Mature forests may be an important habitat type for foraging. Biological Conclusion: May Affect Potential NLEB roosting habitat is located in the forested riparian area along stream SJ as well as the wooded areas between the railroad tracks and NC 54. A review of North Carolina Natural Heritage Program (NCNHP) records accessed on May 4, 2017 indicates no known NLEB occurrences within 1.0 mile of the study area. The project is not located in a red HUC as shown on the USFWS web site httas://www.fws.qov/raleiqh/NLEB RFO.html At this time road and bridge construction is not anticipated to utilize any blasting or percussive activities. Geotechnical borings indicate that rock is relatively deep and will not be encountered during construction.
