In order to provide access throughout the site and construct a shallow stormwater Swale, impacts to 0.18 acre of 404 wetlands and 0.0332 acre of jurisdictional ditch are needed. The applicant proposes mitigating for the 404 impacts by purchasing credits from the Stone Farm Mitigation Bank. Enclosed are the PCN form, site maps, and site plan. Explain the purpose of the proposed project: The purpose of the proposed project is to construct Phase 5 of an existing single -family residential subdivision within the tract. Two wetland impacts (#1 & #2) are needed to provide access to uplands throughout site. Another wetland impact (#3) is needed to install a utility line and a swale. The swale will funnel stormwater from the road to a stormwater pond. Two jurisdictional ditch impacts are needed to provide access from an existing phase of development into Phase 5. 3e. Describe the overall project in detail, including the type of equipment to be used: This project includes the construction of Phase 5 of an existing single -family residential subdivision. This phase will have 148 lots, access ways, and utilities. The road will contain two 10'-wide lanes, sidewalks and shoulders, and a 3:1 fill slope. The culverts will be sized to maintain hydrologic connectivity. Sewer and water lines will be located within the corridor. The roadways will be cleared of vegetation and fill material will be brought to the site to level the area of disturbance. Utilities and stormwater facilities will be installed. The proposed swale will be approximately one foot deep and have 5:1 side slopes. Culverts will be installed at Wetland #2 and the RPW crossings. Elevated boardwalks that will be 30" above wetland substrate will be constructed in several places throughout the site (see attached plan). No impacts are needed for their construction. Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used. 4. Jurisdictional Determinations 4a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. One wetland finger extend across the property and access to uplands throughout the site cannot be achieved without an impact (#1). Wetland Impact 2 is needed to maintain a safe radius of curvature for the road. This road configuration also allows the required number of lots to make this project economically feasible for the developer. Wetland Impact #3 is needed to install a utility line and a swale. The swale will funnel stormwater from the road to a stormwater pond. It will be very shallow (1' deep) with 5:1 slopes and is not anticipated to have a drainage effect. Two jurisdictional ditch impacts are needed to access this phase of development from the adjacent phase to the east. Impacts have between minimized by minimizing the width of the road. This project has been designed to be a low density development with 23.99% maximum impervious area. The vast majority of wetlands on site will be avoided. 1 b.
