Mr. Guyer,
On August 12, we received you pre-construction notification to utilize Nationwide Permit 29 for the
construction of roads and the installation of utility lines to serve Springhill Subdivision. Springhill Subdivision
is adjacent to an unnamed tributary of Indian Branch and is located off of N.C. Highway 27 at the terminus of
Samuel Mckoy Road, west of Lillington, Harnett County, North Carolina.
The PCN is currently incomplete and we need additional information in order to process the
application. The needed information is as follows:
1. To allow for aquatic life passage, all culverts greater than 48 in diameter shall be buried at
least one foot below the stream bed. Culverts 48 inches in diameter shall be buried or placed
on the stream bed as practicable and appropriate to maintain aquatic life passage. Please
provide a cross-section of the proposed road showing the bottom of the culvert(s) in relation to
the bottom of the stream bed.
2. Provide cross-sections of all un-built fill areas. The cross-sections must be legible, to scale,
and indicate the slopes and elevations of the proposed fills in relation to existing grade. The
cross-sections should also indicate the lengths of the culverts. Please correlate the
cross-sections with the site plan.
3. If additional wetland fill is needed for the construction of homes on the lots, those impacts
must be included in the PCN.
We have considered your application incomplete at this time and will take no action until we receive
the above-requested information. If we do not receive this information within 30 days of receipt of this letter,
we will consider your application withdrawn and close the file. If you have any questions regarding this
