Location/Description of Proposed Activity: The project site is located on the north side of Rock Rest
Road near Pittsboro, Chatham County, North Carolina and is identified as The Bluffs, Phase 2.

REMARKS: 1) Please provide proper Decimal Degrees for the site coordinates; 2) Please provide additional
information on minimization by reducing the shared driveway widths and co-locating utilities in the same
trench; 3) Please provide further information on potential impacts beyond the property line for roadways that
stub out, but will be continued under another project (i.e. is there an impact that could be avoided by altering
the alignment of the roadway covered under this permit); 4) Additional time is required for completing the
jurisdictional determination and may include additional Rapanos Forms for impact sites; 5) Please be aware
that the Cape Fear Shiner is found in the Haw River near this site. The permit area has not yet been
determined for this proposal, so the potential for impacts to this species has not been determined.
