Bryant, Piedmont Region Coordinator ??LA.???e•, Habitat Conservation Program DATE: 25 June 2008 SUBJECT: Pre-Construction Notification for Davidson Water, Inc., Raw Water Structure and Intake, Davidson County, North Carolina. DWQ ID No. 08-0978 Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the subject permit application and we are familiar with the habitat values of the area. Our comments are provided in accordance with provisions of the Clean Water Act of 1977 (as amended), Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), and North Carolina General Statutes (G.S. 113 -13 1 et seq.). Davidson Water, Inc. proposes to construct a new raw water intake structure. The proposed project includes 145 linear feet of permanent impact and 200 linear feet of temporary impact to Yadkin River. The purpose of the project is to increase capacity to serve future upgrades to the water treatment plant facility. Yadkin River is located in the Yadkin-Pee Dee River basin. There are records for the federal species of concern and state endangered brook floater (Alasmidonta varicosa) and the state threatened creeper (Strophitus undulatus) in Yadkin River. Should the permit be issued, we recommend the following conditions be incorporated into the permit to further minimize impacts to aquatic and terrestrial wildlife resources. 1. Intake structures should use passive screens with openings not to exceed 1 centimeter (3/8-inch) and with a maximum intake velocity of 0.5 fps (feet per second). 2. Intake structures should be marked to reduce hazards to navigation during and after construction. 3. Concrete is toxic to aquatic life and should not be allowed to come in contact with surface waters until cured. 4. Specialized efforts and techniques should be implemented to reduce sediment runoff from construction activities.
