(F&R) is submitting this Pre -Construction Notification (PCN) to the US Army Corps of Engineers (USACE) for written concurrence for allowable impacts to Waters of the US. F&R has also submitted a copy to the US Army Corps of Engineers (USACE). F&R has been contracted by Dewberry Engineers, Inc. to provide wetland consulting services on behalf of the Electricities and the Town of Huntersville for the above -referenced Subject Site located at 12240 Old Statesville Road in Huntersville, Mecklenburg County, North Carolina. The Subject Property is located within the Yadkin—Pee Dee River Basin. PROJECT DESCRIPTION The intent of the project is to construct a ten (10) foot wide gravel access roadway to provide vehicular access to a new Duke Power electrical substation structure. The roadway will be constructed within the limits of an established access easement traversing the Subject Site. The project will require the installation of a permanent fifteen (15) foot length of eighteen (18) inch Type III Reinforced Concrete Pipe culvert within a reach of linear wetland. In addition, an approximate 0.008 -acre isolated wetland area may be impacted by grading activities within the limits of disturbance. A timber mat span stream crossing will also be constructed above the ordinary high-water mark within the Cane Creek streambed. The project has been designed in accordance with the NCDEQ Erosion and Sediment Control Planning and Design Manual and the Charlotte -Mecklenburg Stormwater Design Manual. The new access drive will prevent the need for greater impacts to Cane Creek by providing the most efficient route to the proposed substation from an existing Duke Power sub -station located on an adjacent parcel. AVOIDANCE AND MINIMIZATION The proposed installation of the new culvert is the most efficient and least harmful route to the proposed electrical substation it avoids Cane Creek and the associated perennial tributaries within the limits of the Subject Site. The proposed construction will result in the least amount of grading and engineered fill placement and the shortest possible culvert length with respect to the existing topographic constraints and roadway width requirements. The culvert will be installed with at least a one -foot embedment into the wetland so that it will not impede aquatic life movement or create an upgradient backwater effect. The proposed alignment will intersect the linear wetland feature as close to perpendicular that that is topographically feasible and is the most efficient and cost-effective route to achieve the goals of the project with the least amount of environmental impact. CLOSURE F&R is submitting this Pre -Construction Notification (PCN) with associated Jurisdictional Determination Request, required maps, Waters of the US impact drawings, and project plan drawings to the USACE and NCDWR for written concurrence for the impact listed previously. The proposed impact to the on-site linear wetland is considered a minor impact and not expected to require compensatory mitigation. Best management practices will be utilized throughout the construction phase to prevent sedimentation impact to the on-site and downgradient Waters of the US. Typical trees found on this parcel are: red maple (Acer rubrum), American beech (Fagus grandifolia), eastern red cedar (Juniperus virginiana), sweet gum (Liquidambarstyraciflua), and tulip poplar (Liriodendron tulipifera). Impacts to on-site jurisdictional waters of the U.S. have been reduced to the maximum extent possible. No impact to the downstream waters is proposed. Dewberry & Electricities also researched the possibility of alternate road alignments through different properties to reduce impacts. Due to property owners unwilling to come to an agreement with the town over road R.O.W. through different properties this alternative was unobtainable. The designed alignment has been engineered to have the shortest length of impact possible. Dewberry & Electricities believes the proposed design represents the least damaging environmental alternative still meeting the goals of the project. b. The culverts were sized using the rational method for computing runoff flow (Q=CiA) and checked for overtopping, headwater and tailwater conditions using Autodesk's Hydraflow Express for Civil 3D. The Charlotte -Mecklenburg Storm Water Design Manual (the Design Manual) was used for the design of the culverts. The Design Manual requires that future land use conditions should be considered when using the Rational Method for calculated storm water runoff (Ch. 2.4.1).
