HomeMy WebLinkAbout20170775 Ver 1_401 Application_20170626Avoidance and Minimization The proposed impacts to wetlands and a stream were positioned in an effort to avoid additional impacts and minimize overall wetland and stream impacts as well as impacts to buffers. A shared driveway will be utilized on lots 50 and 51 in order to avoid wetland impacts. A retaining wall was designed for the mail kiosk area in order to avoid a small amount of wetland fill. The existing spillway of the existing farm pond will be reconstructed however the work will occur outside of riparian buffers and jurisdictional features (i.e. no impacts proposed). Proiect Impacts Stream impacts for the project will total 30 LF and will result from a perpendicular driveway crossing (Impact 5) of 20 LF and stream stabilization (Impact 3) of 10 LF due to a stormwater BMP discharge point. Road fill in three separate areas (Impacts 1,2, and 4) will require a total of 0.90 acre. Riparian buffer impacts will result from a perpendicular driveway crossing (1,333 sq. ft. (0.03 ac.) of Zone One buffer impact and 802 sq. ft. (0.018 ac.) of Zone Two buffer impact) and a stormwater BMP discharge (562 sq. ft. (0.012 ac.) of Zone One buffer impact and 1,584 sq. ft. (0.036 ac.) of Zone Two). Mitigation No mitigation has been proposed because overall permanent stream impacts have been minimized to less than 150 LF and wetland impacts are under 1/10th of an acre. Project Summary and Purpose The overall project involves the development of two adjacent parcels totaling 65 acres located at 4116 Johnson Pond Road, just south of the intersection of Highway Ten -Ten and Johnson Pond Road in Wake County, NC. The project is split by Johnson Pond Road into an eastern section and a western section. The project will contain fifty-one lots; five internal roads and associated utilities. The project will use community wells and individual septic systems. The purpose of the residential project is to provide additional housing to meet the current demand in the area. Proiect History Sage Ecological Services, Inc. evaluated and delineated the wetlands and streams on the Site in 2016 A site meeting was held with Mr. James Lastinger of the USACE on 1/13/2017. A stream and buffer determination site meeting was held with Ms. Laura Robertson of the NC-DWR and the determination letter (NBRRO #16-362) dated 11/16/2016 summarizes the determinations. A request for a preliminary jurisdictional determination and the associated materials has been previously provided to the USACE on December 15, 2016. A driveway will be shared between lots 50 and 51 to avoid wetland impacts on lot 50. A retaining wall was planned for the mail kiosk (near lot 1) in order to avoid a small amount of wetland fill. Road crossings of the stream were avoided as was general lot fill. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts. The project will be phased so as to prevent large areas of land disturbance that could contribute to sediment runoff into the streams and wetlands. Wing walls will be used at the driveway crossing of the stream to minimize the footprint of the construction impact. 2.
