The eastern two thirds of the tract is vegetated. The western third of the site is cleared and one home is situated in this area, off of N. Main Street. Adjacent land use is undeveloped and forested or residential. 3b. List the total estimated acreage of all existing wetlands on the property: 0.1 acre 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 540 LF 3d. Explain the purpose of the proposed project: The purpose of the proposed project is to construct an affordable multi -family housing complex to serve the growing community of Creedmoor. Stream impacts are needed to access uplands throughout the site. 3e. Describe the overall project in detail, including the type of equipment to be used: This project includes the construction of an apartment complex that contains 68 units (20 - 1 bedrooms, 24 - 2 bedrooms and 24 - 3 bedrooms). It also includes a clubhouse and playground facilities. There are 143 parking spaces. This project will be served with water and sewer by South Granville Water and Sewer Authority. The sewer will require a pump station and force main to connect to the gravity sewer at N. Main Street. The project will collect storm water via a storm drainage system and treat nutrients and total suspended solids with two "Constructed Wetlands". Sidewalks are also needed to provide pedestrian access throughout the development, per ADA code. Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used. 4. Andrew Williams with the USACE approved the delineation on site on 4/13/17; Cheng Zhang of DWR performed a stream determination on 6/14/17 and found the entire channel that runs through the tract was a perennial stream. However, the channel does not appear on the topographic map and only the southern portion of the channel is depicted on the soil survey. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Stream impacts were minimized as much as possible during the site design. However, the stream completely transects the property and impacts could not be avoided. The engineer has placed the proposed road to cross the stream north of the area subject to buffer rules. Therefore, riparian buffers have been avoided and will remain wooded. The roadway and shoulders have been minimized as much as possible and headwalls will be used to further minimize impacts. Sidewalks are proposed and are an ADA requirement to connect the two sides of the community. A fairly wide fill slope is needed to provide cover over the sewer line and to keep slopes handicap-accessible between the two sides of the development. 1 b. Silt fencing will be used during construction to reduce sediment from eroding into jurisdictional areas_ Headwalls will be used at the stream crossing to minimize the impact width. 2.
