Subject: NPDES Permit Renewal -- DRAFT Review
Permit NCO086665
Rockingham Combustion Turbine Station
240 Earnest Drive, Reidsville, NC
Rockingham County
In response to your request to renew the subject NPDES permit received October 17, 2017, the
Division of Water Resources (the Division) hereby transmits this draft for your review and
comment. Please review this document to assure your understanding of the permit limits and
monitoring conditions, and to correct errors, if any.
Concurrent with this notification, the Division will solicit public comment on this draft by
publishing a notice in newspapers having circulation in the general Rockingham County area, as
required by the NPDES Program. Please provide your written comments, if any, to me via email
boe.corporon@ncdenr.gov] or write to my attention care of DEQ / DWR / NPDES Program no

Changes to Your Previous Permit. The Division acknowledges your request to discontinue
monitoring for BTEX based on the current monitoring database. Considering this database, the
Division has relaxed the monitoring frequency from Semiannually to Annually for Benzene,
Toluene and Ethylbenzene, but Total Xylenes monitoring remains Semiannually. We have also
updated your permit and site map.
Finally, we note that you have successfully registered with DWR's Electronic Discharge
Monitoring Report (eDMR) Program. Please be reminded that until the state's eDMR application
is approved compliant with EPA's Cross Media Electronic Reporting Regulation (CROMERR),
all permittees must continue to submit hardcopy of DMR as backup to eDMR reporting [see
permit section A. (3.)].

1 The Peimittee shall'suliriut Monthly Discharge Momtormg Reports (DMRs) electronically in accord
with the Division's Electronic Discharge Monitoring Reporting (eDMR) Program [section A. (3 )].
2 Flow — During eriods of no flow; the\P6 nittee shall sulinint a monthly Discharge Monitoring
Report (DMR) indicating "No discharge' Flow shall be monitored with each discharge event and
may be monitored in one of the follow\ g ways.
• measure flow continuously
• calculate flow based'on total rainfall per area draining to the outfall
• estimate flow at 20 -minute intervals during the entire discharge event, or
• report flow based on discharge pump logs
3 Temperature — Effluent temperature shall not cause the receiving -stream temperature to increase
more than 2.8 degrees C, nor may it ever cause the receiving -stream temperature to exceed 32 C
4 Whole Effluent Toxicity (WET) Testing; Acute [TGE6C] using Fathead Minnow (Pimephales

May, August, and November.
5 Annually Based on an analytical record indicating no WET -test failures, the Permittee is currently
granted WET -test monitoring relaxed to "Annually " However, if any WET test should fall, the Permittee

A. (2.) ACUTE TOXICITY PASS/FAIL - PERMIT LIMIT (QUARTERLY)
[15A NCAC 02B .0200 et seq.]
The permittee shall conduct acute toxicity tests on a quarterly basis [except when relaxed to Annually] using
protocols defined in the North Carolina Procedure Document entitled "Pass/Fail Methodology For Determining
Acute Toxicity In A Single Effluent Concentration" (Revised December 2010 or subsequent versions). The
monitoring shall be performed as a Fathead Minnow (Pimephales promelas) 24-hour static test.
The effluent concentration, at which there may be at no time significant acute mortality, is 90% (defined as
treatment two in the procedure document). The tests will be performed during the months of February, May,
August, and November. These months signify the first month of each three-month toxicity testing quarter
assigned to the facility. Effluent sampling for this testing must be obtained during representative effluent
discharge and shall be performed at the NPDES permitted final effluent discharge below all treatment processes.
Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will
begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will
revert to quarterly in the months specified above.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge
Monitoring Form (MR -1) for the month in which it was performed, using the parameter code TGE6C
Additionally, DWR Form AT -2 (original) is to be sent to thefollowmg.address: \

Test data shall be complete and accurate and include
association with the toxicity tests, as well as all
dose/response data. jotal residual chlorine of the effluent toxicity sample must be measured and reported if
chlorine is employed for,disinfection ofthe-,,A%aste streams '
Should there be no discharge of flow from\the facility during a month in which toxicity monitoring is required, the
permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the
facility name, permit number, pipe, number, county, and the month/year of the report with the notation of "No
Flow" in the comment area of theform The report shall be submitted to the Water Sciences Section at the address
cited above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, then monthly
monitoring will begin immediately until such time that a single test is passed Upon passing, this monthly test
requirement will revert to quarterly in the months specified above. Assessment of toxicity compliance is based on
the toxicity testing quarter, which is the three-month time interval that begins on the first day of the month in
which toxicity testing is required by this permit and continues until the final day of the third month.
Should any test data from either these monitoring requirements or tests performed by the North Carolina Division
of Water Resources indicate potential impacts to the receiving stream, this permit may be re -opened and modified
to include alternate monitoring requirements or limits.
NOTE- Failure to achieve test conditions as specified in the cited document, such as muumum control organism
survival and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-
up testing to be completed no later than the last day of the month following the month of the initial monitoring.
