The Pretreatment, Emergency Response, and Collection Systems (PERCS) Unit of the Division of Water
Resources has reviewed the Headworks Analysis (HWA) submitted by the Town of Clayton. The HWA was
initially received by the Division on April 3, 2017, followed additional Information received on June 23,
2017.
The Division concurs with the HWA calculations for all pollutants of concern, with the corrections outlined
below. These approved Maximum Allowable Headworks Loadings (MAHLs), Maximum Allowable
Industrial Loadings (MAILS), and the basis for these values are found on the last page of the enclosed HWA
spreadsheets, which has the corrections marked. The results of the HWA are also listed in the bottom
section of the enclosed Allocation Table (AT)
1) Changes to the HWA Approved Today: Please feel free to contact PERCS If you have any questions
about the changes outlined below. All corrected spreadsheets were emailed to you for your files, and
other corrected documents were faxed. Please ensure the POTW's paper and electronic HWA, AT,
and other supporting documents contain these corrected documents, especially the Allocation Table.
As needed, please mark any original documents as "replaced" or "voided."
a) 7Q10 Flow: 7Q10 stream flow was corrected to 120 16 MGD per NPDES permit fact sheet.
b) Sludge Loading Calculations: Sludge site area was updated to 119 acres per attachment B of Land
application permit, WQ0023178. Also, sludge site life and age of sludge were corrected.
c) Mass Balance Calculations: Mass balance concentrations were chosen for molybdenum, selenium,
and zinc as uncontrollable concentrations to be used in the HWA.
2) Detection Levels: We noticed that Detection Levels (PQLs) for several parameters were inconsistent
and did not meet listed LTMP DLs throughout the samplings. In future HWA samplings, please make
sure labs follow approved LTMP DLs consistently.

3) HWA Due Date The HWA approved today is primarily based on DMR/LTMP data for the period
January 2013 through December 2016 Your next updated HWA is due on April 1, 2022 unless
conditions at the POTW change significantly and thus warrant an earlier submittal (see Comprehensive
Guide, Section 8)0
