After receipt of the Special Order of Consent (SOC) by the Environmental Management Commision, Pilot Creek has submitted quarterly Status Reports; informing the State, of ongoing efforts made to reduce thallium in the collection system for the City of Kings Mountain. These reports will be submitted quarterly until May 31, 2018, as stated in the Scheduled Activity section, Section 2. (b). The following has taken place between Steag Energy Services and Pilot Creek WWTP (POTW) in order to reduce/monitor thallium in the facility and POTW effluent. March 20, 2017 Monitor only limit set for thallium during the trial run (injection of poly -s). Expiration date set for May 1, 2017. March 31, 2017 Received NOV response for February (industry sampling) violations(2). On 2/1/17 TI= 1.27mg/L. 2/8/17 TI= 0.342mg/L. Permit for this timeframe had a limit on TI of 0.315mg/L. After thallium was retested, results yeilded as follows: 3/24/17 TI= <0.020mg/L; 3/27/17 TI=0.021mg/L. April 18, 2017 Received mothly Thallium report. Time -frame for this report was 3/18/17- 4/18/17. During this time, Steag pulled 220+ in-house samples. These samples were analyzed in-house to determine effectiveness of pretreatment processes & for R & D studies. The Historical City April 19, 2017 POTW performed the semi-annual sampling event at Steag. Upon receipt of these results, Steag was issued an NOV for limit violation for TSS. Permit # 0032 states a limit for TSS of 100 mg/L. Results indicated TSS of 325 mg/L on 4/19/17. During this event, thallium yeilded <10ug/L. April 25, 2017 Annual Inspection/meeting took place at Steag. Steag was made aware that on May 1st thallium limit (permit modification) would become effective. This modification would include a thallium limit of 0.314 mg/L. Steag has requested a meeting with NCDENR to see where the POTW stands upon expiration of the SOC. We are all concerned with the limit that will be set (1.43 ug/L) in the event an extention doesn't take place, or a limit increase doesn't occur. Steag informed the POTW of the following upcoming plans at their facility: • Expand the poly -s injection to all tanks. Previuosly poly -s was only used in the acidic tanks. This would include base tanks. • Adding secondary filtration on final effluent. This filtration would have an alarm sound when a issue occurs in the filtration process. • Install sampling system for small scale sampling Meeting has been set for June 6th, between Steag, the City of KM, and NCDENR. May 1St, 2017 Thallium limit is now effective. This limit is set on a monthly sampling frequency at 0.315 mg/L. May 31, 2017 Meeting held to discuss upcoming meeting with NCDENR. As of May 24th, Steag began to treat all wastewater tanks with poly -s. Previously only acidic tanks were treated with poly -s. Mike Mattes (Steag CEO) informed the POTW that he has visited some facilities which have sand filters. He noticed a decrease in solids up to 90%. Steag plans on installing one of these filtration systems at their Kings Mountain facility. Theis Hoffman believes thallium attaches itself to solids, therefore, by removing the solids, this will decrease the thallium in the effluent. June 6, 2017 The City of Kings Mountain, along with Steag Energy Services, met at the Moorseville Regional Office to discuss the progress made with Steag's effluent discharge. This was a very informative meeting. For preparation of this meeting, Steag and the City worked hand-in-hand to provide a power point presentation to give insite on everything up to this point. During this meeting Steag provided background information along with all steps taken up to date in order to reduce the amount of thallium being discharged to the City's POTW. The City has directly worked with Steag in the reduction as much as possible. Numerous permit modifications have been made in order to assist Steag in not obtaining a non-compliant discharge. Attached is the mention power point presentation for your review. This will summeraize efforts made to date. The attachment also provides data trend charts to show the decrease in thallium up to this point. Pilot Creek will continue to run the belt press to reduce the amount of thallium in our effluent discharge. If you have any questions, feel free to contact me anytime.
