Dave,
We are in agreement concerning Naked Creek. Since the segment of South Fork New River that is classified ORW is greater than
one mile downstream, the portion of the project that drains to Naked Creek would not be subject to the Design Standards in
Sensitive Watersheds. The other (beginning) portion of the project drains to streams that have Tr classifications, so that portion
of the project would be subject to DSSW.
Let me know if you have other questions concerning this issue, or other questions for REU concerning this project. Thanks.

Bill,
In regards to the discussion relative to sheet 14 for Naked Creek. Naked Creek is classified as C+. The + designates that there
are Outstanding Resource Waters (ORW) downstream, i.e. South Fork New River, of which requires a special management
strategy per 15A NCAC 2B.0225. I believe that DOT would be required to use Design Standards for Sensitive Watersheds for
erosion control measures in this case; however, upon further reading of the Rule, this requirement only applies to land that lies
within one mile and drains to ORWs. The segment of South Fork New River that is ORW is greater than one mile downstream of
the project area. Please have someone from Roadside Environmental confirm. Thanks.
