We do have concerns with uncured concrete and would like to see precautions taken in case there is a problem before the concrete cures, such as defective bags. No clearing. They mowed the bank recently in preparation for the work but it was small stuff. 2. It will be dewatered during construction in case of a spill while the bags are being filled. After that, it won't matter since the bags are waterproof. It's the old paper Quickcrete bags that you have to worry about. 3. Dikes should be installed about 20' upstream and 20' feet downstream of the wall location.
