2016 ANNUAL PERFORMANCE REPORT for Tuckaseigee Water and Sewer Authority Wastewater Operations RECEIVEDINCDEOINR MAR - 6 2017 Vvater Quality Permitting Section The Tuckaseigee Water and Sewer Authority currently owns and operates three (3) wastewater treatment facilities and has contracted to operate the Whittier WWTP for the Whittier Sanitary District. The following report is a summary of the operation of these facilities for the 2016 calendar year. TWSA Plant # 1 Location: 1871 North River Rd. Sylva, North Carolina 28779 Operator in Responsible Charge: Stan Bryson Contact: Wastewater Operations Superintendent 1246 West Main St. Sylva NC 28779 ph: 828-586-9318 TWSA Plant # 1 is operated under the authority of the following permits, as issued by the North Carolina Dept. Of Environment and Natural Resources: NCO039578 NPDES Discharge Permit WQ0005763 Residuals Permit Air Quality Permit #08420801 Stormwater Permit 9NCG110111 TWSA Plant # 1 discharges from one outfall into the Tuckasegee River which is classified Class C -Trout waters in the Little Tennessee River Basin. The plant design process is a sequencing batch reactor (SBR) version of the activated sludge process with a design capacity of 3.5 million gallon/day. The plant consists of the following unit processes, automatic band screen, vortex grit removal, 150 hp triplex influent pump station, 2 SBR basins with a capacity of 1.694 mg each, .468 mg of flow equalization, .1508 mg of chlorination contact capacity and d -chlorination and reaeration facilities. The plant upgrade completed in 2011 is currently operating well within permit limits. The expansion should help to meet the growing needs of the county well into the future. Additionally, the plant continues to treat wastes generated by septic tank pumpers in Jackson County as well as portable toilet services provided during construction of any homes or businesses in the county. These services to the total geographic area of the county significantly impact the facilities sludge management operations. Overall performance of the plant during 2016 was excellent, with no violations of permitted parameters during the year. Some pertinent information on the plant is as follows: The average daily flow at the facility during the year 2016 was 0.937 mgd. This represents 26.8% of plant permitted capacity and was a 4.4% increase from 2015. The average daily flow for the most recent five year period is 0.821 mgd. The highest monthly average in 2016 occurred in February and was recorded as 1.298 mgd. This represents 37.1% of total plant capacity and was a 10.7% increase from 2015. The highest daily flow occurred February 25, 2016 and was recorded as 2.570 mgd. This represented 73.4% of total plant capacity and was an increase of 26.5% from 2015. There were zero (0) days in 2016 when the recorded flow was greater than plant capacity. Total sludge production was calculated from the amount of sludge processed on the belt filter press. These residuals totaled 2,545,223 gals of sludge and were calculated at 243.25 dry tons. This represents all of the sludge generated by the Authority's facilities during 2016. When the sludge production of the other plants the Authority operates is subtracted from this total, it is estimated that the TWSA Plant #1 facility produced 219.8 dry tons of sludge during 2016. This is 90.3% of the total amount of sludge produced by the facilities operated by the Authority during 2016. This sludge is dried to meet EPA and NCDENR regulations and is made available for distribution to the public as a soil amendment. There were approx. 54 tons of dried residuals distributed to the public during 2016. Additionally a total of 151.1 tons of residuals were disposed of at a commercial landfill in GA. There are approx. 30 tons of residual currently stored in the silo located at the facility. There were no violations of permitted monthly, weekly or daily limits during the 2016 calendar year. On average, there was a 98.4% reduction in the amount of pollutants in the water after treatment. Sylva NC Cause of the Spill/Bvnass- An event (suspected power surge) caused an open circuit on the battery backup/surge protection system. When staff arrived and reset the circuit, the plc and pump controls came on and operated off the battery backup system but would not operate in normal mode on normal power. The battery backup system had to be bypassed before normal operation was restored. Describe the Reuairs Made - A new battery backup system was purchased and installed. Action Taken to Contain Snill Clean Uu Waste and Remediate the Site - No waste or debris was found around the manhole spill site and it is felt the manhole Iid helped to contain debris and solids in the system. Lime was applied to the spill area around the site as well as in front of and adjacent to a rip rap dam located downslope of the manhole. Tuckase!gee Water & Sewer Authority 1246 W Main St Sylva, NC 28779 06/16/16 258345 NOTARY Y PUBLIC Macon County, Borth Carolina My Commission Expires September 5, 2019 Spill Analysis and Response Summary TWSA Plant #1 July 19, 2016 Subject: Spill Response Summary TWSA #1 WWWTP, 06/06/2016 A suspected power surge caused an open circuit on the battery backup/surge protection system located in the Raw Water Pump Control Panel, at approx. 1:00 am on June 6, 2016. The resulting loss of power to the PLC controlling the pumps caused the influent raw water pumps to be inoperable. When power is off to the PLC no alarms are functional except a communication failure alarm. This communication failure alarm was not transmitted via the SCADA system to off duty personnel. When staff arrived at 0630 am, operators reset the circuit breaker and the plc and pump controls came on and operated off the battery backup system but would not operate in normal mode on normal power. The battery backup/surge control system had to be bypassed before normal operation was restored. When normal operation was restored at approx. 0630 am, the raw water pumps pumped the level down and overflow from the manhole adjacent to the headworks basin was halted. Based upon the previous days flow of 635,000 gals and a flow of 500,000 gallons on the day of the spill, it is noted that most of the influent flow from the low flow period of 1:00 am to 6:00 am, was contained in the headworks basin which has approx. volume of 160,000 gals, however an accurate estimate is difficult to obtain. Damage assessment was conducted and the following items were noted: (1) No waste or debris was found around the manhole spill site and it is felt the manhole lid helped to contain debris and solids in the system. To help reduce erosion, a series of rip -rap dams were in place downslope of the manhole and these helped contain any contaminants from reaching the ditch leading to the river. A visual inspection of the ditch was made and no trash or discolored water was noted. No fish kill or unsanitary conditions were noted on or near the river as a result of the spill. (2) A drain to the headworks from the reuse water boosting station had backed up and resulted in high water levels in the pump control panel for the reuse booster station. This necessitated long hours by TWSA staff cleaning up and drying the panel in the booster station to restore normal operation. The battery backup for the reuse booster station later malfunctioned and had to be replaced, additionally a liquid sensor in the pump panel failed and had to be replaced. Spill Mitigation A new battery backup with a higher surge protection rating was installed in the RWPCP and lime was applied to the spill site area around the manhole as well as in front of and adjacent to the rip -rap dam downslope of the manhole. The alarm protocols have been strengthened to notify a rotation of employees on staff in the event that the primary contacts phone is rendered inoperable due to weather, distance, lack of cell service etc. An investigation conducted on 6/27/16 into the capabilities of the pump control panel led to the following conclusions. (1) Float switches need to work independently of panel and battery backup. (2) The battery backup would be better if it was in parallel to the normal control panel instead of in series. Then when normal power was restored the panel would work even if the surge protectionibattery backup was tripped out. (3) If feasible, it would be a good idea to have a preprogrammed plc and touch screen panel "on the shelf' to prevent long delays in restoration of service in case of catastrophic failure in the panel. Foot Note: As of Feb 2017, a separate circuit and backup alarm has been installed in the RWPCP. This alarm activates in the event of a high water level in the headworks raw water holding tank and notifies the TWSA ONCALL phone. TWSA Plant # 2 Location: 114 East Hometown Place Rd. Of Environment and Natural Resources: NCO020214 NPDES Discharge Permit TWSA Plant # 2 discharges from one outfall into Scott Creek which is classified Class C -Trout waters in the Little Tennessee River Basin. The plant process is a conventional activated sludge process with a design capacity of 0.5 million gallon/day. The plant consists of the following unit processes, manually cleaned bar screen, aerated grit removal, activated sludge with secondary clarification and chlorination and dechlorination facilities. The addition of a surge (eq) basin is needed to maximize the treatment capacity of the plant. As of Dec 31St, 2015 the main concern at this facility is the outdated and mismatched electrical facilities. The electrical facilities will have to be substantially upgraded to allow the Authority to move forward with any plant improvements. The average daily flow at the facility during the year 2016 was .143 mgd. This represents 28.6 % of plant capacity and was a 1.8% decrease from the avg. daily flow during 2015. The average daily flow for the most recent five year period is 0.197 mgd. The highest monthly average in 2016 occurred in February and was recorded as 0.265 mgd. This represents 53% of total plant capacity and was a 6.8% decrease from 2015. The highest daily recorded flow in 2016 was .444 mgd and occurred Feb 4th, 2016. This represented 88.8% of total plant capacity. There were no days (0) days in 2016 when the recorded flow was greater than plant capacity. This plant produced 178,300 gallons of waste sludge during 2016. These residuals totaled 18.77 dry tons and represented 7.7 % of the total residuals generated by the Authorities facilities. This sludge was hauled to via tank truck to TWSA Plant #1 for treatment. Overall performance of the TWSA #2 wastewater plant for the calendar year of 2015 was excellent. There were no violations of permitted monthly, weekly or daily limits during the 2016 calendar year. On average, there was a 97.7% reduction in the amount of pollutants in the water after treatment. Of Environment and Natural Resources: NCO063321 NPDES Discharge Permit TWSA Plant # 3 discharges from one outfall into an unnamed tributary to the Chatooga River which is classified as Class B -Trout ORW waters in the Savannah River Basin. The plant process is a conventional activated sludge process with a design capacity of 0.200 million gallon/day. The plant consists of the following unit processes, manually cleaned bar screen, extended air activated sludge with secondary clarification, tertiary filters and chlorination and dechlorination facilities. The addition of a band screen at the headworks would greatly improve operations and the quality of sludge the plant produces. The average daily flow at the facility during the year 2016 was 0.072 mgd this represents 36% of plant capacity and represents a 4.0% decrease in avg daily flow from 2015. The avg daily flow for the most recent 5 year period was 0.75 mgd. The highest monthly average during 2016 occurred in August and was recorded as .102 mgd. This represents 51% of total plant capacity and represents a 5.0% decrease from 2015. The highest daily recorded flow in 2016 was .200 mgd and occurred August 13th, 2015. This represented 100% of total plant capacity and was a 17.4 % decrease from the highest daily flow in 2015. There were no days in 2016 when the recorded flow was greater than the plants rated capacity.. This plant produced 51,500 gallons of waste sludge during 2016. These residuals totaled 4.70 dry tons and represented 1.9 % of the total residuals generated by the Authorities facilities. This sludge was hauled to TWSA Plant #1 for treatment. While overall performance of the TWSA #3 wastewater plant for the 2016 calendar year was generally well within permit parameters, problems did occur during the month of October 2016. Colder temperatures caused grease to form more concentrated solids in the wastewater influent to the treatment facility. These concentrated solids were reflected in the analysis of the effluent discharged to the receiving stream. For the week of October 23rd- Oct 29t`, the effluent BOD (biochemical oxygen demand) averaged 33.3 mg/1 which exceeded the weekly permitted limit of 22.5 mg/l. The effluent TSS (total suspended solids) for the same time period averaged 53.5 mg/1 which exceeded the weekly permitted limit of 45.0 mg/l. These weekly violations resulted in the monthly permit limit violations as follows, BOD for the month of October 2016 averaged 19.9 mg/l which exceeded the monthly permit limit of 15.0 mg/l. TSS for the month of October 2016 averaged 31.1 mg/1 which exceeded the monthly permit limit of 30.0 mg/l. There were no adverse effects noted or reported to the receiving stream as a result of these violations. A plan for more aggressive cleaning of grease from the lines before cooler temperatures in the Fall along with the addition of lime to the treatment process to help increase efficiency has been/will be implemented to help prevent future violations. The yearly average reduction of the amount of pollutants discharged into the receiving stream after treatment was 96.1%. The permit for this facility was renewed in 2012 and will expire on Aug 31St, 2017. Whittier WWTP is operated under the authority of the following permit, as issued by the North Carolina Div. of Water Resources: NCO087602 NPDES Discharge Permit The Whittier WWTP discharges from one outfall into the Tuckaseegee River which is in the Little Tennessee River Basin. The plant process is a conventional activated sludge process with a design capacity of 0.100 million gallon/day. The plant consists of the following unit processes, influent pump station, manually cleaned bar screen, extended air activated sludge with secondary clarification, tertiary filters and ultra -violet light disinfection facilities. The average daily flow at the facility during the year 2016 was .009 mgd this represents 9% of plant capacity and is a 1% increase from 2016. The highest monthly average occurred in February and was recorded as .016 mgd. This represents 16% of total plant capacity and was a 2% decrease from 2015. The highest daily recorded flow in 2016 was .055 mgd and occurred March 16th, 2016. This represented 55% of total plant capacity and was a 13% decrease from 2016. There were zero (0) days in 2016 when the recorded flow was greater than plant capacity. This facility is under loaded and there is very little daily flow to be treated. This poses unique operational problems and results in difficulty in keeping a viable population of bacteria alive to treat the incoming waste with. The plant is currently being batch operated, with a discharge occurring just on the days needed. Overall performance of the Whittier wastewater plant for the calendar year of 2016 was excellent. There were no violations of permitted monthly, weekly or daily limits during the 2016 calendar year. On average, there was a 96.8% reduction in the amount of pollutants in the water after treatment.
