The USACE Action ID # is SAW-2013-00291 and the DWR Project # is 14- 1189. The original proposal was to replace the existing 18" RCP stormwater pipe (verified that it is actually a 24" RCP) under Burnett Blvd with a 30" RCP. The problem is that there are two sewer lines at the outlet that dictate the pipe outlet invert, so NCDOT is going leave the 24" RCP under Burnett Blvd alone, move the junction box back into the roadway and stub out with a 24" under the sewer lines. The outlet invert of the existing pipe and the proposed 24" stub will be about the same. DOT is hoping that the existing pipe outlet has dropped a little so we can raise it a little. The existing pipe is underwater and we do not have positive drainage at the outlet. DOT has taken elevations of the outfall and found that the outfall has a blowhole at the outlet with a substantial deposit extending from 0+15 to 1+38 (see attached profile). DOT would like to remove this material at a flat grade of -0.65. This feature was permitted as a stream, however when you & I did the field verification for U-4738 we had the consultant add the feature to the U-4738 delineation as a tributary that discharges into a wetland as shown in the attached JD map for U-4738 and labeled as 26TR1B1. This feature is beside Roy's Carburetor & Tune-Up Services and can be accessed from the parking area. Please let me know how you would like to handle this request to clean out 123 ft. (0.004 ac) of this tributary. The project was authorized under Nationwide 14, 12 & 38 which expired on 3/18/17 but the impacts will be complete prior to the one year grace period.
