Subject: Proposed roadway construction and replacement of a structures at four
crossings conveying unnamed tributaries to Little Johnson Creek on
SR 1409 (Conway Elliot Road) in Granville County. WBS No. SC.039062.
The North Carolina Department of Transportation (NCDOT) proposes to construct
SR 1409 (Conway Elliot Road) in Granville County. This roadway improvement project
will include grade, drain, base, pave, and erosion control for the project length of
2.2 miles. This project will involve permanent stream impacts including surface water fill
associated with pipe replacements and rip rap armoring for bank stabilization as well as
temporary stream impacts for dewatering. This project is within the Roanoke River Basin
and does not involve buffer impacts. Application is hereby made for NCDENR-DWR
Section 401 Water Quality Certificarion (WQC) for Road Improvements. A pre-
construction notification, construction plan sketches, project mapping, and photographs
are attached with this request. By copy of this letter we are notifying the USACE of the
intent to work under a non-reporting NWP 14. If you have any questions or need

and yielded two SS and no NR, SL, LD, or DE properties in the Area of Potential Effects (APE). Granville
County current GIS mapping, aerial photography, and tax information indicated an APE of mostly
woodland and cultivated fields with several cleared residentiai and agricultural parcels (viewed 9 April
2015). Most resources date from the 1970s to the 2000s, and groupings of une�cceptional, mid-
hventieth-century houses and outbuildings stand approximately 200-900 feet east and west of the SR
1409 (Conway Elliot Road) centerline. There is no evidence of either previously surveyed site -- the ]. P
Royster House (GV0096) and the Royster-Elliott Farm (GV0097) -- at the locations indicated by HPOWeb,
but the latter is probably the colledion of house, tobacco barns, pack houses, and other outbuildings
located on an adjacent parcel to the southwest. The farm components stand approximatety 180 feet and
more to the north of the SR 1409 (Conway Elliot Road) centeriine, well beyond likely project impact; no
notable structural or landscape elements appear along the access road or road frontage of the property
within the APE. Google Maps'�Street View" confirmed the absence of critical architectural and landscape
resources in the APE (viewed 9 April 2015).

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of revtew activTties, resufts o/revlew, and contlusfons:
A map review and site file search conducted at the O�ce of State Archaeology (OSA) on Monday, April 6, 2015
demonstrated that no previously documented archaeological sites are lowted within the boundaries of the APE or
directly adjacent. An examination of National Register of Historic Places (NRHP), State Study listed (SL), Locally
Designated (LD), Determined Eligible (DE), and Surveyed Site (55) properties employing resources avaflable on the
NCSHPO website concluded that none are located inward of or directly proximal to the APE. In addition, historic
maps of Granville County and the project study area were examined for evidence of former structure locations,
land use patterns, or other affirmation of past occupation/utilization of this area. In generel, the cultural/historical
section of the resources review confirmed that no documented archaeological sites or cemeteries wfll be impacted
by the proposed projed. Further, based on the historical and culturel resource profile of the surrounding area,
little potential exists for the recovery of noteworthy or compelling data in the narrow and disturbed right-of-way
corridor.
The APE was referenced on topographic, geologic, NRCS soil survey maps (Lm, ChA, En6, Na26, GeB, GeC) and
other environmental mapping for the evaluation of geomorphological, hydrological, and other correlatives that
may have resulted in historic or prehistoric occupation of the project lowtion. Also, aerial photographs (NCDOT
Spatial Oata Viewer) were examined and the Google Street View map application (when amenable) was utilfzed for
assessing disturbances, both natural and human induced, which compromise the integrity of potential
archaeological sites/deposits.
Brief Explanatton of why the availoble lnjormotion provides a reilable basis for reasonab/y predicting
that there are no unidentifled historit propertles in the APE:
The project APE contains no previously identifled archaeological sites ar cemeteries. All proposed improvement
work is diminutive in scope and will not affect the areas beyond the exiting ROW. As such, construction in the
currently defined APE will not impact any undisturbed areas. Therefore, significant NRHP eligible archaeological
resaurces are unlikely to be affected by the project. No further archaeological input or work will be necessary for
this rural resurfacing project.
