I'm trying to catch up on all of the emails and after review it does appear that the permanent impacts will now exceed
0.1 acres, cumulatively. The previous authorization impacted 0.002 acre of wetland, which would bring the total impact
to 0.132. In order to be consistent with the Wilmington District Regional Conditions, compensatory mitigation will be
required to offset the unavoidable impacts to 0.13 acres of wetland at a 2:1 mitigation to impact ratio. Please let me
know if you have any additional questions.

Per a discussion with Mr. Richard Harmon of AMEC (Duke Energy Progress, LLC environmental consultant), the project
has been redesigned so that the proposed wetlands impacts will be above grade fill. I requested that Mr. Harmon make
the amendments to PCN application on page 4 of 10 to reflect the impact as a fill and not an excavation of headwater
wetlands and to change the narrative under the comments section 2h to accurately reflect the changes. If you have any
