Realignment of the pipe with the roadway prism will allow the pipe to hydrate the downstream wetlands. The pipe replacment construction activities will completed from the existing gravel path and surrounding disturbed area in order to avoid and minimize equipment wokring in wetlands to the maximum practicable. 1b. According to the USACE project manager, the restoration of the historic wetland hydrologic connection between the portions of the wetland separated by the existing gravel road will provide necessary compensatory mitigation for project. Page 10 of 10 Project Description SOF Marine Battalion Company/Team Facilities (P-1219) has been sited on a portion of the MARSOC base property that required a new access road to serve the new buildings. The new road will impact a small area of existing wetlands on each side as a result of the new road section and shoulders width and cross drainage pipe required from the current gravel single lane path there now. There is an existing 15 -inch reinforced concrete pipe (RCP) under the existing gravel path that is undersized. The existing RCP will be replaced with a new 73 feet of new 30 -inch RCP to accommodate flows form the approximately 13 -acre drainage area above the existing pipe. A new fence will also be erected. The proposed culvert replacement project will result in wetland fill impacts of approximately 2,484 ft' (0.057 acre). Equipment to be used includes a bulldozer, backhoe, motor grader, and roller. Work is estimated to require thirty days to complete. The proposed replacement of the undersized 15 -inch RCP with a new 30 -inch RCP will restore the historic wetland hydrologic connection between the two sides of the wetland separated by the existing gravel road. The existing undersized 15 -RCP was installed at such an elevation that is too high to allow for normal flows within the wetland. Based on personal communication with Brad Shaver of the USACE on May 3, 2017, the restoration of the historic wetland hydrologic connection between the portions of the wetland separated by the existing gravel road will provide necessary compensatory mitigation for the proposed project.
