On behalf of the Piedmont Triad Airport Authority (PTAA), Michael Baker Engineering
(BAKER) is requesting a minor adjustment to the subject permits. As discussed on
September 15, 2008, construction and maintenance of the Medium-intensity Approach Lighting
System with Runway alignment indicator lights (MALSR) for the new Runway (23R)
necessitates permanent vehicle access which was not contemplated in the subject permit wetland
impact and mitigation calculations. This project component will involve 0.29 acres of
unavoidable fill in jurisdictional wetlands within and between Conservation Easement (CE)
Tracts A and B (see enclosed drawings). The road has been located to access the light towers via
uplands to the extent practicable. The road dimensions have been modified to minimize the
unavoidable impacts to the wetland by minimizing the width (12-feet) and length, maximizing
the side slopes (2:1 to 3:1), and re-routing the access to avoid crossing the stream reach. This
unforeseen wetland impact will be mitigated by adding 2.00 acres of wetland creation to the
Brush Creek area 2 (BC-2) mitigation component. This additional acreage (designated BC-2B
on the attached Drawing 4) exceeds the 6:1 on-site creation ratio specified in the subject permits.
The additional mitigation acreage is being constructed, planted, and monitored under the BC-2
program which is already 90% constructed and planted.
The access road is mandated by Federal Aviation Order 6850.2a, specifying the MALSR
requirements. Due to the location of two of the MALSR (fixed by the location and alignment of
the new Runway 5L/23R) support towers within the CE and associated wetlands at the end of the
runway, the access road must be located therein. Normally, the access road (and required
MALSR utility lines) would be located in a continuous straight line directly connecting all of the
support towers. PTAA has eliminated the roadway section connecting the two towers in the CE
in order to avoid wetland and stream impacts. An aerial electric conduit to service these towers
has also been designed in order to avoid wetland and stream impacts that would result from a
buried conduit. Consequently, access for these two towers necessitates roadway construction
from each direction, both sides of the CE, resulting in unavoidable impacts to 0.05 acres and
0.24 acres of wetlands, respectively. Only 0.48 acres of CE (uplands and wetlands) will be
impacted (due to the MALSR being primarily located in between Tracts A and B). Construction

of the access road is consistent with Article II Section D of the Corps-approved Conservation
Declaration applicable to the on-site preservation areas. The enclosed drawings document this
