Inspections Requests Inspection request should be called into 259-5946 by 7:30 am
GRADING, EROSION AND STORMWATER PERMIT CONDITIONS:
For NPDES (1 acre or greater disturbed area) projects:
1) NPDES permit required for sites of land disturbance greater than or equal to 1 acre.
General Comments:
2) Site must stay in compliance with all federal, state and local regulations. Failure to maintain
compliance for any of the agency's stated above may result in issuance of a Notice of Violation
against the project or revocation of the Grading Permit.
3) If any of the minimum best management practices fail to adequately keep sedimentation or
stormwater on the site, it shall be the responsibility of the professional designer of record to supply
the Contractor/Owner with a correction, as well as submit correction to the Development Services
Department for approval.
4) For sites with greater than 25,000 square feet of disturbance, a contract is required between the
person financially responsible and a licensed professional for the initial inspection ensuring
erosion and sediment control measures have been installed consistent with the approved plan. A
notarized certificate of inspection agreement on a form has been received and approved by the
Stormwater administrator and a copy is included as part of this grading and stormwater permit is
issued.
a) The initial and signed inspection report must be filed with the stormwater administrator
prior to the commencement of any land disturbing activity.
b) A licensed professional shall conduct weekly inspections for all sites where Hillside, Steep
Slope and/or Mountain Top Protection regulations apply and bi-weekly for all other sites.

c) All weekly inspections and bi-weekly inspections must be kept on inspection logs and
retained at the site.
5) For constructed slopes with a grade of 50% (2:1) and greater than five feet in height, inspection
and submittal of a Slope Stability Certificate are required by a North Carolina registered
professional engineer with geotechnical expertise sufficient to perform the inspection and stability
analysis.
6) Please note that Temporary Ground Cover must be established, prior to release of grading
approval for issuance of a Temporary Certificate of Occupancy. Permanent Ground Cover must
be established, prior to grading approval for the issuance of a Certificate of Occupancy.
7) Contractor must provide proof of active grading permits for any offsite borrow or waste areas.
8) Engineering inspection requests must be made at least 24 hours in advance of inspections.

www.ashevillenc.gov/online services/permit tracking.
9) The grading/erosion and stormwater inspector assigned to this project is Danny Gibson who can
be reached at 259-5748.
For projects with stormwater systems that require a Stormwater Permit:
10) Stormwater detention systems and all associated drainage system as -built drawings and
documents are required when the project is complete and must be provided before a permanent
Certificate of Occupancy can be issued. See the City of Asheville Standard Specifications and
Details Manual for the required forms and as -built drawing requirements.

I, Philip Payonk (Financially Responsible Party),
have executed a contract with Civil Design Concepts P.A.
(Licensed Professional) to conduct all required initial inspections, ensuring erosion and
sediment control measures have been installed consistent with the approved plan and will
be available for the duration of the construction of the project in order to design new
stormwater measures and/or more effective or different erosion sedimentation control
measures in the event that the initial controls are ineffective and provide effective and
immediate alternatives for compliance with Section 7-12-2 of the City's Environmental
