Re. Earth moving works for FEI World Equestrian GamesTm Tryon 2018
Dear Sharon,
It is of serious concern that we hear of the challenge you currently face in obtaining the permit
necessary to carry out landscaping works that will facilitate a number of the competitions of
the FEI World Equestrian GamesTm Tryon 2018. If this work cannot be completed in the near
future, delivery of the Games will be put at risk, in particular the discipline of Endurance and
the cross country and marathon elements of Eventing and Driving. With the Endurance test
event this October, the earth moving must be completed within the next six to eight weeks to
ensure adequate time for the laying and establishing of grass. Furthermore the delay poses a
potential risk to Horses and Athletes as grass requires at least a year to be properly established
to provide a safe and secure footing for the Eventing cross country course.
It is important for all disciplines of the FEI World Equestrian GamesTM to be hosted at a single
venue. During the last Games in Normandy in 2014 this was not the case and as a result
logistics were more complex and costs increased due to duplication of facilities, infrastructure
and services as well as the need for increased numbers of officials and volunteers. As a result
the overall financial viability of the event was challenged.
In addition to increased organising costs, the use of multiple venues in 2014 was a financial
and logistical burden for the teams. Furthermore managing traffic and spectators was
complicated and costly, again as a result of duplication and the necessary increase in
resources.
For these reasons the FEI is focussed on ensuring that the 2018 Games are hosted at a single
venue and that this is regarded as a priority when selecting future hosts. We very much hope
you will be able to reassure us and confirm that the works will go ahead without further delay.

The table below provides information on past World Equestrian Games in relation to the number of spectators, participants, and
support staff that were accounted for along with the estimation for the 2018 World Equestrian Games. These numbers from past
Games are used as guides for future hosting venues to estimate expected levels of attendance when bidding for the Games and then

SPORT
REQUIREMENTS
1 COMPETITION REQUIREMENTS
Programme of Competitions
1.1 The Organiser shall organise and stage the Games in accordance with the Competition programmes and the number of Horses
for each Discipline as set out in Schedule 1 to this Part. The FEI, acting reasonably, shall have the right to change the programme
of Competitions, and the number of Horses taking part in each Discipline, in accordance with the Rules and Regulations and
shall notify the Organiser as far in advance of the Games Period as possible of any changes.
Schedule
1.2 The Organiser shall propose a Provisional Competition Schedule, which shall include (but not be limited to) the exact timing (start
and finish) of each Competition, for the Games and shall, following detailed consultation with the FEI, submit, no laterthan two (2)
years priorto the start of the Games Period, such Provisional Competition Schedule to the FEI for approval. The Final Competition
Schedule shall be submitted to the FEI for final approval by no later than twelve (12) months prior to the start of the Games Period.
Once approved, the Final Competition Schedule shall not be amended or changed without the prior written consent of the FEI.
Dates
1.9 The Games shall take place on and between the dates mutually agreed between the Parties and specified in Part 1 (Bid Terms)
unless otherwise agreed by the FEI or specified by the FEI Bureau.
1.4 The Organiser, the Host National Federation and the Public Sector Guarantor each agrees not to organise any other equestrian
or other sports events during the period beginning one (1) month before the Games Period and ending one (1) month afterthe
Games Period without the prior written approval of the FEI.
Test Events
1.5 The Organiser must arrange a test event(s) in the year(s) leading up to the Games. The exact number and nature of required test
events (and in which Disciplines) shall be agreed between the FEI Coordination Committee and the Organiser,
Scoring
1.9 Scoring for the Games shall be in accordance with the Rules and Regulations for the relevant Discipline. The FEI shall approve any
results management company appointed for the Games.
Medal Ceremonies
1.7 The Organiser shall stage the medal ceremonies in accordance with the FEI's protocol on medal ceremonies (to be provided by
the FEI). The FEI will appoint a coordinator who will ensure that the medal ceremonies are staged in accordance with the FEI's
medal ceremony protocol. Each Discipline Director shall be responsible (and shall have final decision making power) for the medal
ceremonies for its Discipline.
1.8 The Organiser shall provide, at its cost, horse blankets, sashes, rosettes and plaques bearing the Title and no other branding
(including Games Sponsor branding), unless otherwise agreed in writing in advance by the FEI, for the gold medal winning Teams
and individual gold medallist. The FEI shall provide the medals.
1.9 The Organiser shall ensure that:
a all medals are presented at medal ceremonies taking place immediately (i.e. no more than ten (10) minutes after the end of
the final Athlete competing in the relevant Competition), save for Endurance which shall take place the following day, after
the final Individual or Team Competition (as the case may be) by the FEI President (or a member of the FEI Bureau selected
by the FEI President);
. b the exact names of the medalists in writing shall be made available to the FEI prior to each ceremony;

the medal ceremonies last no longer than ten to twelve (10-12) minutes;
d all medal winners are invited to attend the medal ceremony on the Horse (and carriage, where relevant) with which they have
competed (except for Para-Equestrian Dressage which shall be unmounted);
the FEI President (or representative) presents any FEI awards before any other prizes are presented by the Organiser or Games
Sponsors; and
f the national anthem of the winning Athlete or Team is played and its national flag hoisted simultaneously as soon as the medal
and flowers have been presented but prior to the presentation of other prizes, if any.
1.io The Organiser shall, in addition to the medal ceremonies, organise prize-giving ceremonies in accordance with the Rules and
Regulations for the relevant Discipline.
Opening and Closing Ceremonies
mi The Organiser shall organise and stage an opening ceremony at the start of the Games and a closing ceremony to mark the end of
the Games. The Organiser shall ensure that the ceremonies are included in the deal with the Host Broadcaster and that Broadcast
Coverage of the ceremonies is produced according to the Broadcast Requirements.
r.rz The FEI may provide the Organiser with guidelines relating to the opening and closing ceremonies. No later than four (4) months
prior to the start of the Games Period, the Organiser shall submit to the FEI a plan for the ceremonies for the FEI's written approval.
The opening and closing ceremonies for the Games shall correspond, in all material respects, with the approved plans. A dress
rehearsal for each ceremony must be arranged by the Organiser.
1.13 The Organiser shall ensure that the Head of State of the Territory (or other senior dignitary) shall be invited to speak briefly at the
opening of the Games at the opening ceremony. The Organiser shall ensure that the opening ceremony includes a parade of nations
competing at the Games with each National Federation being preceded by a flag bearer carrying the nation's flag. The parade shall
be in alphabetical order by the abbreviation for each nation in the Olympic Charter with the Host National Federation last.
1.14 The Organiser shall ensure that all individual Gold medalists are present at the closing ceremony (with, if possible, the Silver and
Bronze medalists in attendance).
Entries
tis All deadlines for receipt of entries for the Games shall be agreed in advance in writing between the FEI and the Organiser. Deadlines
must be adhered to. All entries shall include contact details (including an email address) for the Chefs de Mission and Chef d'Equipe
for each Team (if relevant).
1.16 The Organisershall set one deadline (which shall be agreed in writing by the FEI) for receipt of Certificates of Capability for all
Disciplines.
Chefs de Mission and Chefs d'Equipe
1.17 The Organiser shall organise a meeting for the Chefs de Mission of each nation participating in the Games no later than six (6)
months in advance of the Games to brief them on various practical matters in relation to the Games, in coordination with the FEI.
2 FACILITIES
The Organiser shall ensure that the following facilities are provided for the Games:
Competition and Training Facilities
2.1 The Main Arena shall be used for jumping, Dressage, Eventing (jumping and Dressage Competitions), Dressage Driving, and
Obstacle Driving unless otherwise agreed with the FEI. The Main Arena shall have a capacity of approximately twenty thousand
(20,000) seated spectators, unless otherwise agreed by the FEI. The FEI's objective regarding spectators is to have as many
spectators as possible taking into account the popularity of equestrian sport in the Territory but not having empty seats in the
Main Arena or any other Competition Areas.
z.z If the Main Arena has a grass surface, a 20m x 60m (and space to ride around the arena) must be provided inside the Main Arena,
with sand surface, or a separate arena for Dressage must be provided with a sand surface and a capacity of approximately ten
thousand (10,000) seated spectators.

2 In addition to the training areas and facilities required for each Discipline and set out in the table below, the Organiser shall provide
two (2) large areas (50m x loom) for training, preferably one (1) sand and one (1) grass, three (3) lunging rings of about 20m in
diameter and a large covered area for use in bad weather. The Organiser should prepare a training schedule, in coordination with
.., the FEI, for each Discipline which shall be established in advance of the relevant Competition Period.
z a All footing must be approved by the FEI.
To take place in Main Arena.
TRAINING FACILITIES: A minimum of three (3) areas of at least 70m x 40m with the same footing as the Competition Area. One
(1) of these areas should contain ten to twelve (10-12) jumps including one (1) small and one (1) large water jump. A minimum of
three to four (3-4) jumps must be provided for the remaining training areas.
ENTRANCE PADDOCK: Minimum of 20m x 40m.
WARM-UP AREA: 70m x 40m, which may be one of the training areas.
COMPETITION AREA: Minimum of 70m x loom.
SURFACE: Sand, grass or an FEI approved all-weather surface.
EQUIPMENT FOR AND PRODUCTION OF OBSTACLES: Fifteen (15) obstacles for nineteen (19) efforts (including the waterjump
and plus spares) for the Competition Area (and obstacles for the Training Area), to be in accordance with any applicable laws, the
Rules and Regulations and the Brand Guidelines, and to be approved by the FEI Technical Committee forjumping.
WATER JUMP: The course must include one (1) water jump constructed according to the dimensions as laid down in the
Memorandum for International Jumping Events.
CAPACITY: Main Arena capacity is approximately 20,000 seated spectators.
GROUND JURY: Stand, covered and raised to allow a comfortable view of the Competition Area and entrance paddock.
FOOTING: Must be approved by the Technical Delegate for Eventing.
DRESSAGE
To take place in Main Arena (if sand surface) or Dressage arena.
TRAINING AREA: Adequate facilities with a minimum of one (1) rectangle (to be no smaller than 20m x 60m) per fifteen (15) Athletes.
ENTRANCE PADDOCK: Minimum of 20m x 60m (same footing as Competition Area).
COMPETITION AREA: Minimum of 20m x 60m (or 50m x Bom including space between field of play and spectator stands).
SURFACE: Sand or any other FEI approved footing
CAPACITY: Approximately 10,000 seated spectators unless in the Main Arena.
FENCES: A low fence (must not be solidrails) around the Competition Area and entrance paddock that is 30cm high with marker
letters for movements placed approximately 50cm from the surrounding fence.
SPECTATOR LOCATION: Stands to be situated not less than 15m from each of the long and short sides of the Competition Area.
GROUND JURY: Separate huts placed between 3m and 5m outside of the Competition Area. There must be one box each at
markers B, E, C. M and H and two (2) boxes at the A short side. The boxes must be raised approximately Socm from the floor in
order to give the judges a full view of the Competition Area.
FOOTING: A ground specialist must be consulted by the Organiser in relation to the footing in the Competition and Training Areas.
judges Supervisory Panel: Sufficient space for the Judges Supervisory Panel consisting of three (3) persons, with a screen showing
the Competition and results and a system to record the live feed to allow review of judgements.

EVENTING / DRESSAGE
In principle, the requirements are the same as for the Dressage Competition although the Dressage Competition for Eventing can
take place on grass. ...
If the Dressage Competition for Eventing takes place other than in the Main Arena, the following requirements will apply:
TRAINING AREA: Adequate facilities with a minimum of three (3) rectangles.
ENTRANCE PADDOCK: Minimum of 20m x 60m.
COMPETITION AREA: Minimum of 20m x 60m (or 50m x 75m including space between field of play and spectator stands).
SURFACE: Sand, grass or other FEI approved footing.
CAPACITY: Approximately 4,000 seated spectators.
FENCES: A low fence (must not be solid rails) around the Competition Area and entrance paddock that is 30cm high with marker
letters for movements placed approximately 50cm from the surrounding fence.
SPECTATOR LOCATION•, Stands to be situated not less than 15m from each of the long and short sides of the Competition Area.
GROUND JURY: Three (3) separate huts placed between 3m and 5m outside of the Competition Area to allow a full view of the
Main Arena.
EVENTING / CROSS COUNTRY
TRAINING AREA: A gallop track of approximately ikm (not too close to the Dressage training areas). 3-4km of track should be
available for supervised training. There must be an additional training area with six to seven (6-7) cross-country jumps.
WARM-UP AREA: This can be the same gallop track as is used for the training area.
COURSE: Must be a Cross Country course with jumps (allowing between forty two (42) and forty five (45) efforts) of approximately
71km in length and with a 300m run-off area after the finish line.
CAPACITY: In principle, 50,000 or more (dependent on location).
DIFFICULTY: Four star (4").
ACCESS: For human and horse ambulances to all fences in case of emergency.
CROWD CONTROL POLICIES: to be reviewed and approved by the FEI and FEI Technical Delegate for Eventing.
VETERINARY FACILITIES (ALL SUBJECT TO FEI APPROVAL): State of the art equine clinic with full surgical facilities within easy
access; emergency veterinary posts throughout and at the finish of the course; 44 ambulances to transport injured Horses and
Athletes. Misting fans and ice must be available if the weather is hot and humid.
TECHNOLOGY: A state of the art control centre at the Cross Country course (with facilities for the announcer) managed by an
approved Controller, CCTV of the course and FEI approved scoring technology. A video board shall show the official feed of the
Competition. The control centre shall contain split screens so that the feed of all cameras on the course can be seen simultaneously.
FEI OFFICIALS: Transport and meals should be provided for FEI Officials during the cross-country.
EVENTING /JUMPING
In principle, the requirements are the same as for jumping Competition.
If the jumping Competition for Eventing takes place other than in the Main Arena, the following requirements will apply:
TRAINING FACILITIES: A minimum of three (3) rectangles with the same footing as the Competition Area. One (1) of these areas
should contain ten to twelve (10-12) jumps. A minimum of three to four (3-4) jumps must be provided for the remaining training areas.
ENTRANCE PADDOCK: Minimum of 20m x 40m.

WARM-UP AREA: 70m x 40m.
COMPETITION AREA: Minimum of 70m x 100m.
SURFACE: Sand, grass or an approved all-weather surface.
EQUIPMENT FOR AND PRODUCTION OF OBSTACLES: Fifteen (15) obstacles (plus spares), in accordance with any applicable laws,
the Rules and Regulations and the Brand Guidelines, and to be approved by the FEI Technical Committee for Eventing.
CAPACITY: Main Arena capacity is approximately 20,000 seated spectators.
GROUND JURY: Stand, covered and raised to allow a comfortable view of the Competition Area and entrance paddock.
FOOTING: Must be approved by the Technical Delegate for Jumping. A footing expert must be appointed by the Organiser in
agreement with the FEI.
DRIVING/ DRESSAGE (COMPETITION A)
To take place in Main Arena.
TRAINING AREA: Two (2) Dressage exercise arenas of 40m x 100m with grass or compacted sand footing.
ENTRANCE PADDOCK: 60m x 120m.
COMPETITION AREA: 100m x 40m.
CAPACITY: In principle, 20,000 seated spectators.
SPECTATOR LOCATION: Stands to be situated at least 5m from each of the long and short sides of the Competition Area.
GROUND JURY: Stand, covered and raised to allow a comfortable view of the Competition Area and entrance paddock.
DRIVING / MARATHON (COMPETITION B)
To take place in Main Arena.
TRAINING AREA: A 5-6km track with sand or grass footing and one (1) wide size obstacle. The shortest turn should be 3m x 3m
and no gate may be narrower than 3m.
COURSE: The course must consist of three sections: Sections A, D and E.
SECTION A: the distance should be as close as possible to the maximum distance of 8km (and no shorter than the minimum
of 5km) — pace: free and speed 15kph.
SECTION D: the distance should be as close as possible to the maximum distance of Am (and no shorter than the minimum
of Boom) — pace: walk Qkph).
SECTION E: the distance should be as close as possible to the maximum distance of 9km (and no shorter than the minimum
of 6km) with eight (8) marathon obstacles — pace: free and speed 14kph.
The maximum total distance may be modified with FEI approval.
REST AREA: Prior to start in Section E.
TECHNOLOGY: A control centre at the marathon course (with facilities for the announcer).
DRIVING / OBSTACLE (COMPETITION C)
TRAINING AREA: One (1) exercise arena of 60m x 120m.

COMPETITION AREA: 70m x 120m.
NUMBER OF OBSTACLES: May not exceed twenty (20).

TRAINING AREA: The course or part of the course should be open for training before the Competition. If, for any reason, riding on
the Competition course is not possible, a training course of at least 30km should be marked and open for Athletes.
WARM-UP AREA: 15km training track.
ENDURANCE COURSE: 160km track with technically challenging factors including, but not limited to: changes in footing, changes
in terrain, changes in altitude, changes in direction. No more than ten percent (10%) of the course can be on hard ground. There
should be a minimum of six (6) phases.
FINISH: There must be sufficient room for three (3) Horses to be simultaneously racing towards the finish. If the finish is in an arena,
it should not be disturbed by other Competitions.
VET GATES: In a defined central area with a facility for FEI Officials (containing, at least, toilets, seats and a rest area).
COURSE MARKINGS: Marked with phase colours.
VETERINARY: There must be at least four (4) horse ambulances on site at the Competition Area. Misting fans and ice must be
available if the weather is hot and humid.
FEI OFFICIALS: Transport and meals must be available for the FEI Officials during the Competition.
RESULTS: There should be a results service during the Competition.
CROWD CONTROL The crowd and traffic around the course must be well organised. There must be crowd control at the Vet Gate
for approximately eight hundred (800) spectators.
REINING
TRAINING AREA: 30m x 60m area (or the Main Arena).
WARM-UP AREA: Indoor arena at least 65m x 25m.
COMPETITION AREAS: Indoor arena at least 100m x 50m.
SURFACE: A hard packed base with two or three (2 or 3) inches of loose and fluffy clean sand.
JUDGES: There must be five (5) stands forjudges and scribes.
CAPACITY: Minimum of 5,000 seated spectators.
VAULTING
TRAINING AREA: Three (3) circles with a diameter of at least 10m to be indoor and one (1) riding area of 20m x 40m (which may
be indoor or outdoor) both with a soft and springy footing (sand and shavings).
COMPETITION AREA: Must be an indoor arena and a minimum of 20m x 25m. The circle must have a diameter of at least 18m.
SURFACE: Ground must be of a soft and springy material (sand and shavings).
JUDGES: There must bejudges tables outside of the main Competition Area.
CAPACITY: Minimum of 3,000 seated spectators.
CEILINGS: Must be a minimum of 5m high.
STAND LOCATION: The public must be at least 13m away from the centre of the lunging circle.

DRESSAGE
TRAINING AREA: Adequate facilities with a minimum of one (1) rectangle per fifteen (15) Athletes. One (1) practice area (with the same
footing as the Competition Area if possible) must be available to the Athletes three (3) days before the start of the first Competition.
A practice area (with the same footing as the Competition Area if possible) must be available for blind riders to train alone.
ENTRANCE PADDOCK: 20m x 60m (same surface as Competition Area).
COMPETITION AREA SIZE FOR GRADES I TO III: 20m x 40m.
COMPETITION AREA SIZE FOR GRADE IV: 20m x 60m.
SURFACE: Sand or other FEI approved surface.
CAPACITY: 3,000-5,000 seated spectators.
FENCES: A low fence (must not be solid rails) around the Competition Area and entrance paddock that is 30cm high with marker
letters for movements placed approximately 50cm from the surrounding fence.
SPECTATOR LOCATION: Stands to be situated not less than 15m from each of the long and short sides of the Competition Area.
GROUND JURY: Separate huts placed between 3m and 5m outside of the Competition Area. There must be one (1) box each at
markers B, E, C. M and H. The boxes must be raised approximately 50cm from the floor in order to give the judges a full view of the
Competition Area.
MOUNTING: Mounting blocks and/or ramps conveniently placed for each Competition, in training areas and in the Stable Area.
Mounting blocks or similar must also be provided for medal ceremonies.
3 ANTI -DOPING
3.1 The FEI shall provide the Organiser no later than eighteen (18) months prior to the start of the Games Period with the minimum
requirements for anti -doping control for Athletes and equine anti -doping and medication control facilities. Some of the specific
requirements are set out below in this paragraph 3.
3.2 Equine anti -doping and medication control and Athlete anti -doping control for the Games is to be conducted by the Organiser
(at its cost) according to the Rules and Regulations, in particular the Veterinary Regulations, the Equine Anti -Doping and Controlled
Medication Regulations and any applicable medication control standards at the time of the Games as specified by the FEI.
3 3 The FEI Shall appoint a Chief Medical Officer for Human Testing whose functions will be defined by the FEI and notified to the
Organiser prior to the start of the Games Period.
3A As a minimum, the Organiser shall be responsible for the cost of providing all required anti -doping facilities (some details of
which are set out below), expenses associated with the testing staff (including the Chief Medical Officer for Human Testing,
medical staff undertaking Athlete anti -doping control and the EADMCT Veterinarians and Technicians who will be appointed
by the FEI), transport of samples to the nearest qualified laboratory and the laboratory fee for testing of samples.
3.5 The Organiser shall, by not later than eighteen (18) months prior to the Games Period, appoint an EADMCT Coordinator for
EADMCT Veterinarians and Technicians with the contact name and details of this staff member to be communicated to the FEI by
no later than ten (10) months prior to the start of the Games Period.
3.6 The Organiser shall ensure that the EAD MCT Coordinator produces a testing protocol which shall be approved by the FEI, by
no later than six (6) months prior to the start of the Games Period, that wilt set out, as a minimum, the locations of testing,
the staff required and their rotation of duties, the storage of samples and their frequency of dispatch and transport to an FEI
testing laboratory agreed with the FEI Veterinary Department
3.7 The Organiser shall provide in a private area at the Venue with a minimum of six (6) loose horse boxes (three (3) with straw and
three (3) with shavings) for anti -doping control of Horses with an adjoining service area. The distribution of the testing boxes may
be central or may be spread over the Venue depending on distance between boxes (with the FEI to approve final positioning). The
testing boxes must be at least 12m2, with new bedding provided every day. It must also be possible for the personnel responsible
for sampling, officials and witnesses to observe the Horse from outside the loose box without disturbing the animal.
3.R The secure service area adjacent to the sampling boxes must be cleaned every day and equipped with the following:
an office with a sink and adequate working area with a water supply;

3.5 The Organiser shall ensure that there are sufficient sampling kits forthe duration of the Games Period. The Organiser shall also
provide a storage facility which shall contain a lockable office, a lockable medium sized fridge, a desk, chairs, shelving for kits and
electrical points and running water with a sink fadlity.
3.10 The Organiser shall provide, at each Satellite Competition Area, at least two (2) boxes (one (1) with straw and one (1) with
shavings). A temporary service area equipped in accordance with paragraph 3.8 above must also be available.

COMPETITION PROGRAMME
1 GENERAL
The Competition programme for the Games should be established in such a way that:
Tt only one (1) final medal Competition shall be held on each day (save for Eventing for which the individual and team medals are
awarded on the same day) unless otherwise agreed with the FEI Coordination Committee;
1.2 the competition period of the Games is restricted to a maximum of two (2) weeks; and
1.3 the final individual Jumping Competition shall take place on the final day immediately preceding the closing ceremony.
