All three stream crossings cany different UTs to East Swan Creek (class: WS-I'V) in the
Yadkin River Basin. The replace�neat of these structures will require temporary
dewatering. An impervious sandbag dike will be constructed upstream of the existing
structures to create a small pool. Clean water will temporarily be pumped around the
construction areas and will be discharged downstream. Any dirty water located inside of
the construction areas will be purnped into a silt bag if necessary, Once tl�e new pipes are
in place, �he impervious dikes will be removed and preconstrt�cti�on streambed elevati�ons
will be restored.
This project was revi�ewed for the presence of threatened and endangered specie� in the
field and I have a.lso included a query of the NCIVIIP database. Based on the project area
rnapped with my request, the database search indicates #hat there are no records for rare
species, important natural commuuities, natural areas, ar conservation/managed areas
w�it�ain the proposed projeet boundary, ar within a one-mile radius of the project
boundary. There ruilt be approximately 1.7 acres of tree �cutting at the praject Iocation
due to cuf and fill work. The NLEB is lisied as a protected species in this county but the
project does not fall vv�thin 0.25 miles of any red HUC identified in the SL(�PES spelIed
aut in tk�.e Naiionwide Permit Regional Conditions. We do not anticipate any unpact to
any other federally listed species. This project is not iocated within a traut watershed.
Cultural resaurce campliance work has been completed. �To a�rchaeologicai resources or
historic properties will be affected by this project (see attached).
The project impacts are nat sigrufcant in �ature and shQuld not remove ar degrade
existing water quality uses. Stormwater will be routed through grass or rock pined
ditches, depending on the ditch line slope. Dissipater pads will be insta.11ed at pipe nutlets
as appropriate. Pipe sizes used will be the minimum necessary to create a safe roadway.
By utilizing the erosion ca�trol measures ou�iin.ed in the attachments to this applicatian,
downstream water quality standards wi11 be protected. Overall water quality in the area
will be impraved by paving the ABC travel lanes. All appropriate BMPs will be used
during construction.
Attached is a Preconstruction Nc�tific�tion Form, plan sheets wati� proposed erosian
control mea,sures, a nna.rked county map and a marked topography map.
By capy of this electror�ic letter, i� is requested that the Division of Water Resources,
401/Wetlands Unit, issue the approp�iate permit for cor�;st�uction of this praject. It is
requested that any comrnents related to the 401 certification be electronically forwarded
