REGAN Secretary S. JAY ZIMMERMAN Director The Division has reviewed your application for the subject permit. To enable us to complete our review in accordance with N.C.G.S. 143-215.1 and 15A NCAC 2H.0105, please provide additional or revised information to address the following comments: Please provide lab data sheets and revised DMRs for the following months: a. May 2013 b. January 2014 c. August 2014 d. January 2016 e. August 2016 f. December 2016 g. January 2017 h. February 2017 i. March 2017 j. April 2017 In reviewing the DMR data for the Pine Street WTP, the values reported for Lead, Zinc, and Copper are reported as both ug/l and mg/1. For example, DMR data for Lead in January 2016 reports <0.01 ug/1 and February 2016 reports <10 ug/l; data for Zinc in September 2015 reports 18 ug/1 and January 2017 reports <10 mg/l. If these values have been reported in error, please submit revised DMRs to the Division. The NC 2007-2014 Water Quality Standard (WQS) Triennial Review was approved by the NC Environmental Management Committee (EMC) on November 13, 2014. The US EPA subsequently approved the WQS revisions on April 6, 2016 with some exceptions. The NC Division of Water Resources NPDES Permitting Unit is required to implement the new dissolved metal standards in all permits public noticed after April 6, 2016. The metals of concern for the Pine Street WTP permit are Total Copper, Total Lead, and Total Zinc. Limits will be unposed for Total Copper (Daily maximum: 5.80 ug/L; Monthly maximum: 3.70 ug/L), Total Lead (Daily maximum: 220.80 ug/L; Monthly maximum: 8.50 ug/L), and Total Zinc (Daily maximum: 95.1 ug/L; Monthly maximum: 85.6 ug/L).
