Dear Ms. Amschlerand Mr. Johnson,
In accordance with our discussion via email onJune 12, 2017, the City of Charlotte(the
City)is submitting this letterto clarify and revise the proposed impacts and mitigation for
the Prosperity Ridge Road Extension project.The twotables included below are from the
revised IP narrative that wassubmitted on January 2, 2014. Table 2 summarizes the
project’s proposed impacts and Table 3 summarizes the project’s proposed mitigation.
Per our discussion, the main adjustment is that an additional 4 linear feet (lf) of pipe
impacts were constructed on the upstream side of Ridge Road.These changes in impacts
are highlightedinthe revised Table 2. The City proposes that these additionalimpacts be
mitigated at a 2:1 ratio,through a payment to the City’s Umbrella Mitigation Bankfor an
additional8 SMUs.
In total, the City proposes to purchase 528credits from the City’s Umbrella Mitigation
Bank(City bank) and 134 stream credits and 0.5 riparian wetland credits from NCEEP.
The mitigation proposal is summarized in Table 3.To date, 520 SMUshave been
purchased from the City bank and 134 SMUs(and 0.5 WMUs) have been purchased from
NCDMS (formerly NCEEP).
This project completed constructionon4/28/2017. With your concurrence on the above
proposal, and payment to the City bank for the additional pipe impacts, it is my
determination that this project is compliant with proposed impacts.Photo-documentation of
compliance will be submittedin conjunction with a revised, signed Mitigation
Responsibility Transfer Form.
