Enclosed is a NWP 12 application for your review. This application is submitted on
behalf of Brunswick County for the installation of a waterline along the north side of Gilbert
Road in Bolivia, NC. The project is needed to provide drinking water to residents along Gilbert
Road. Temporary impacts to 0.017 acre of forested wetlands and 0.005 acre of RPWs are
needed to install the line. The impact areas will be returned to preconstruction grade and
seeded once the installation is complete.
The Pre -Construction Notification form, associated maps, and site plan are enclosed for

Project area consists of a DOT right-of-way along the north side of Gilbert Road. Adjacent land use is mostly
undeveloped and forested, with some residential and agricultural use. Wetland areas are vegetated with shrubby species.

The purpose of this project is to provide drinking water to residents along Gilbert Road. Impacts are needed to install the
water line within the NC DOT right-of-way.
3e. Describe the overall project in detail, including the type of equipment to be used:
The project involves the construction of 13,000 linear feet of 16" water main to be installed along the northern right of way of
Gilbert Road (NCDOT SR 1501). The applicant will dig a trench along the road and install the waterline. A 20' wide
construction corridor will be used. The project will connect to an existing water main in the right of way of Midway Road
(NCDOT SR 1500) and run west along Gilbert Road where it will terminate with a connection to an existing water main on
Gilbert Road just west of Goose Marsh Court. Material removed from the trench will be stockpiled in adjacent upland areas
within the ROW. Once the pipe is installed, the trench will then be returned to pre-construction grades. In wetland areas,
organic material removed from the trench will be returned to the top 12" and the area will be seeded. Standard construction
equipment will be used.

Location description: The proposed waterline corridor runs from the intersection of SR 1504 and SR 1501 to the
intersection of SR 1501 and SR 1500 alone SR 1501 (Gilbert Road) south of Bolivia in Brunswick County.

X Based on preliminary information, there may be waters of the U.S. including wetlands on the above described project area
. We strongly suggest you have this property inspected to determine the extent of Department of the Army (DA)
jurisdiction. To be considered final, a jurisdictional determination must be verified by the Corps. This preliminary
determination is not an appealable action under the Regulatory Program Administrative Appeal Process (Reference 33
CFR Part 331). If you wish, you may request an approved JD (which may be appealed), by contacting the Corps district
for further instruction. Also, you may provide new information for further consideration by the Corps to reevaluate the
JD. See attached PJD map.
B. Approved Determination
There are Navigable Waters of the United States within the above described project area subject to the permit requirements
of Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act. Unless there is a change in the law
or our published regulations, this determination may be relied upon for a period not to exceed five years from the date of
this notification.
_ There are waters of the U.S. including wetlands on the above described project area subject to the permit requirements of
Section 404 of the Clean Water Act (CWA)(33 USC § 1344). Unless there is a change in the law or our published
regulations, this determination may be relied upon for a period not to exceed five years from the date of this notification.
_ We strongly suggest you have the waters of the U.S. including wetlands on your project area delineated. Due to the
size of your property and/or our present workload, the Corps may not be able to accomplish this wetland delineation in a
timely manner. For a more timely delineation, you may wish to obtain a consultant. To be considered final, any
delineation must be verified by the Corps.
_ The waters of the U.S. including wetlands on your project area have been delineated and the delineation has been
verified by the Corps. We strongly suggest you have this delineation surveyed. Upon completion, this survey should be
reviewed and verified by the Corps. Once verified, this survey will provide an accurate depiction of all areas subject to
CWA jurisdiction on your property which, provided there is no change in the law or our published regulations, may be
relied upon for a period not to exceed five years.

delineation along Gilbert Road (SAW -2006-00823).
