The project consists of a±5.77 acre parcel (PIN: 1730125497) located at 2500 Waterfield Drive, in Garner, Wake County (35.679357°N; -78.557304°W). The project is located in the Neuse River basin and onsite waters drain to White Oak Creek (Austin Pond). The Water Quality Classification for White Oak Creek (Austin Pond) is C; NSW and the Stream Index Number is 27-43-11. The cataloging unit for the project area is 03020201. Proposed Proiect The overall project consists of a services lab and warehouse facility for Martin Marietta. The proposed impacts are necessary for construction of a stormwater outfall which conveys stormwater from the proposed Stormwater Wetland SMP to a UT to White Oak Creek (Austin Pond). The stormwater wetland SCM is designed to control nitrogen and attenuate flow before the conveyance discharges into UTto White Oak Creek (Austin Pond) and will discharge at non-erosive rates and therefore diffuse flow is not required. Project History Mr. Charles Brown with NCDWR issued a Buffer Determination letter (NBRRO-01-300) on 10/05/2001 for a larger project called Greenfield SE, which included the project area. A copy of the Buffer Determination letter has been provided as an Appendix. Please note that the Buffer Determination Letter does not specify an expiration date, and therefore remains valid. Soil & Environmental Consultants (S&EC) performed a wetland delineation for the project site in December 2016 (see attached Existing Conditions Exhibit). WithersRavenel (WR) field reviewed and concurred with S&EC's delineation on 06/09/2017. Proposed Impacts The proposed impacts consist of 538 sq ft of permanent impacts to riparian buffers (Zone 1: 370 sq ft; Zone 2: 168 sq ft) for the construction of a permanent rip -rap channel conveying stormwater from the proposed stormwater wetland SCM to the UT to White Oak Creek (Austin Pond). Avoidance and Minimization The overall project has been designed to avoid wetland and stream impacts entirely, and minimize riparian buffer impacts to only those necessary for the stormwater outfall. The proposed permanent rip -rap channel has been designed to cross riparian buffers at a perpendicular angle to minimize impacts to buffers. The stormwater wetland SCM project is designed to control nitrogen and attenuate flow before the conveyance discharges into UTto White Oak Creek (Austin Pond) and will discharge at non-erosive rates and therefore diffuse flow is not required. The proposed project will be constructed in accordance with requirements of the erosion and sediment control plan. During construction all equipment will access construction areas from high ground. Mitigation The proposed buffer impacts are considered "Allowable" based on the Neuse River Basin table of uses; therefore, the client does not propose any mitigation. The current request is for 538 sq ft of permanent impacts to riparian buffers (see the attached maps and PCN for details). It was determined that channels present on the property and shown on either the Wake County Soil Survey and/or the USGS Garner, NC Quad map are subject to protection under the Neuse River Basin: Nutrient Sensitive Waters Management Strategy; Protection and Maintenance of Existing Riparian Areas, Administrative Code T15A:02B.0233 (NCAC 0233). The specific portions of the channels subject to the buffer rules include Feature D (below flag #755), Feature E, Feature G (below flag #1001), Feature J (below flag #958), Feature K (below flag #T107), Feature M, and White Oak Creek with its associated open water from former beaver impoundments, which are shown on the attached USGS Garner, NC Quad map (Figure 1) and/or Wake County Soil Survey Map (Figure 2).
