Debit $570 from WBS# 40159.1.1. Dear Mr. Kichefski: The North Carolina Department of Transportation (NCDOT) proposes to replace bridge number 38 over Third Creek on US 21/NC 115 in Iredell County. There are no alternate routes to support the current traffic through the project corridor, thus no off-site detours are being used to reroute traffic during construction. Instead, the replacement bridge will be constructed in phases to allow traffic to continue to utilize US 21/NC 115 through the duration of construction. There will be 262 linear feet of bank stabilization impact, and 123 linear feet (0.04 acre) of temporary impact from the temporary causeway to be used for the removal of the existing bridge middle bent and the construction of the proposed bridge middle bent. Please see enclosed copies of the Pre-Construction Notification (PCN), Stormwater Management Plan, Permit Drawings, and Roadway Plan Sheets. A Programmatic Categorical Exclusion (PCE) was completed in July 2015 and distributed shortly thereafter. Additional copies are available upon request. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The new bridge will be 86 feet longer than the existing bridge, and will be at approximately the same grade as the existing structure (raised 0.7200%). There are no alternate routes to support the current traffic through the project corridor, thus no off-site detours are being used to reroute traffic during construction. Instead, the replacement bridge will be constructed in phases to allow traffic to continue to utilize US 21/NC 115 through the duration of construction. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The new bridge will also be a 3-spanstructure, but the middle bent will be located nearer the south bank, rather than near the middle of Third Creek, as is the current middle bridge bent. Removal of the existing middle bent located near the middle of the stream will require a temporary causeway that will exceed more than 50% of the stream width for no more than 14 consecutive days. Immediately upon removal of the existing middle bent, the temporary causeway will be removed to STA. 20+85 —L-, for the installation of the bent for the new bridge. Causeway construction and bent removal work will be performed consecutively to minimize the time the causeway will block flow (see note on Permit Drawing Sheet 5 of 6). The remainder of the causeway will be removed immediately following construction of the proposed bent for the new bridge. 2. The proposed bridge consists of a 3@ 70' 45" prestressed (Description of Minimization of Water concrete girder with 4' end bent caps and drilled shaft piers. It replaces the existing bridge which consists of a 1@50', 1@42', 1@50' concrete and steel grider on concrete piers Quality Impacts) with concrete vertical abutments. No deck drains will be necessary for this project. The project has been designed to minimize impervious surfaces to the maximum extent practicable. Vegetative conveyance of project drainage has been maximized to the greatest extent practicable. Permanent Soil Retention Matting and Rip-Rap have been used to line project ditches where necessary to prevent erosion and promote ditch stability.
