JAY ZIMMERMAN Director REGEl1(E01NCDEQ1DWR MAY 3 1,:2017 water Q a tion permitting On May 24, 2017, Min Xiao of this office met with Rusty Evans and John Willard to perform a Compliance Evaluation Inspection on the stormwater discharge from the Center Point Company Terminal located at 6900 West Market Street in Greensboro, NC. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The permit became effective January 1, 2017, and will expire at midnight on August 31, 2021. A current permit is kept on-site. II. Self -Monitoring Program The DMRs for Center Point were reviewed from March 2016 to February 2017. The facility was only found to be noncompliant with the Turbidity limit in January 2017. In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. Only flow is measured on-site, other parameters are tested by R & A Labs. III. Facilih- Site Review The Center Point Terminal stormwater management system consists of the following: • stormwater from the truck loading -rack drain area flows to a 1,000 -gallon underground pump tank located beside the office building. The tank has floats which automatically controls pumping to the oil/water separator before flowing into the lower retention basin. • diked secondary containment area for the AST's with two retention basins. The upper basin flows by gravity via a manual valve to the lower retention basin. Accumulated stormwater in the lower basin is pumped via a single pump through the oil/water separator located in the maintenance building prior to being discharged. The upper basin holds 60-70% of the stormwater of this facility. Flow Measurement The permit requires episodic flow monitoring. Effluent flow from the lower retention basin is calculated using the run time of the effluent pump. This discharge is controlled manually by opening a valve and activating the pump. Records are kept documenting the effluent release date, pump run time and discharge volume (12,000 GPH). The stormwater flow from the loading -rack area has been routed to the lower retention basin after oil -water separation. This allows the loading - rack drain stormwater flow to be recorded and sampled. V. Records/Reports A review of the facility files showed that all records were being maintained according to the permit. After comparing the data of January 2017 DMR with the lab sheets from R & A Labs, the paperwork issue noted during the inspection was the MTBE parameter should be "< 10 ug/L" instead of "< 0.001 ug/L", and for Naphthalene, the result should be "< 0.001 mg/L". Other parameters were transcribed correctly. VI. Effluent/Receiving Waters The system discharges into the storm drain that runs along West Market Street. The effluent eventually reaches a tributary of Horsepen Creek, class "WS -III; NSW" waters of the Cape Fear River Basin.
