Parcel Background
Restoration Systems (RS), is proposing the Benton Branch Bank Parcel (Parcel), to provide riparian buffer
and nutrient offset mitigation within the Cape Fear River Basin (Cataloging Unit 03030002) within the
Haw River Sub -watershed of Jordan Lake. The Parcel was evaluated on January 16th, 2015 by Sue
Homewood of the NC Division of Water Resources (NCDWR). Ms. Homewood's evaluation was part of an
inter -agency review, including the US Army Corps of Engineers (USACE), to determine if stream features
located within the site are applicable to provide compensatory stream mitigation under RS' Cape Fear 02
Phase One Umbrella Banking Instrument, (Benton Branch USACE Action ID SAW -2015-01701). Riparian
areas adjacent to features within the parcel providing compensatory mitigation for stream impacts, will
be restored and provide riparian buffer mitigation and nutrient off -set credit.
Parcel Description
Located approximately 12 miles north of Burlington, NC in southwest Caswell County, the 33.22 -
acre Parcel is hydrologically situated within the USGS 14 -digit HUC 03030002030030 of the Cape
Fear River Basin and Jordan Lake's Haw Sub -Watershed (NCDWR Subbasin Number 03-06-02).
The Parcel is located in a region of the state dominated by agriculture and livestock; restoration of the
riparian buffer is expected to result in immediate water quality benefits within the vicinity of the Parcel
through the removal of livestock access to Parcel streams.
The Parcel contains Benton Branch and 6 unnamed tributaries to Benton Branch (Best Usage
Classification WS -II, HQW, NSW). Benton Branch and UTs 1, 4, 4a, 5, and 6 are subject to the Jordan
Lake Water supply Nutrient Strategy (15A NCAC 02B .0267 & 15A NCAC 02B .0268) and thus suitable to
generate riparian buffer and nutrient offset credit. UTs 2, 2b, 4b, and 5a are not depicted on USGS
topographic mapping or USDA soils mapping; however, were deemed intermittent or perennial during a
site visit by DWR staff, and therefore will provide riparian buffer and nutrient offset credit. The drainage
area of these streams ranges from 0.03 mit to 1.4 miz. Additional land use practices including the
maintenance and removal of riparian vegetation and the relocation, dredging and straightening of onsite
streams resulted in degraded water quality and unstable channel characteristics (stream entrenchment,
erosion, bank collapse, and stream aggradation).
