Mill Creek Ford, DWR project #2014-0212
Andy,
As we discussed by phone this week, I recently inspected a portion of the PNG line in Forsyth County adjacent to Mill
Creek. This area of the line include the installation of a permanent low water ford crossing of Mill Creek, as well as two
temporary stream crossings for small channels between the ford and Shattalon Drive. This work was conducted under
401 Water Quality General Certification #3884. Condition #13 of GC#3884 required that "Any rip -rap required for
stream stabilization or restoration of temporarily disturbed areas shall be buried and/or keyed in such that the original
stream elevation and streambank contours are restored and maintained and that the placement of rip -rap shall not
result in de-stabilizaiton of the stream bed or banks upstream or downstream of the area. During my inspection I noted
that at both temporary crossing locations, the stream flow has been constricted and a backwater condition is
occurring. The current condition is considered a violation of the General Certification. You indicated that PNG intended
to correct the situation therefore I will not issue a Notice of Violation at this time. Please ensure that these deficiencies
are resolved as soon as possible.
