The attached Pre-Construction Notification Form pertains to the collection of geotechnical data necessary for the preparation of final plans for the tracks, retaining walls, bridges, and other components of the light rail project. The attached figures illustrate the project vicinity, design, and proposed geotechnical data collection. The attached Pre-Construction Notification Form details the temporary impacts that would be anticipated to result from the proposed geotechnical investigation. This geotechnical investigation effort is necessary to support the design at the proposed locations in and around wetlands, streams and buffers under the jurisdiction of the U.S. Army Corps of Engineers (USACE) and N.C. Division of Water Resources. Please be advised, GoTriangle is concurrently submitting a Non-Recreational Land Outgrant Application to the USACE, under a separate cover to Carol Banaitis and Michael Hosey, to request temporary site access and temporary use of a portion of the government property at B. Everett Jordan Dam and Lake — Jordan Game Land for the purpose of conducting geotechnical surveys in support of the D-O LRT Project. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The corridor extends between southwest Chapel Hill to Durham along the NC 54, Interstate 40, US 15-501, Erwin Road, NC 147, Pettigrew Street, and NC-55/Alston Avenue transportation corridors. The corridor spans a diverse range of land uses, including institutional uses of the major universities and medical facilities, but also urban and suburban commercial, residential, and mixed uses. 3b. Describe the overall project in detail, including the type of equipment to be used: The Durham-Orange Light Rail Transit (D-O LRT) Project is a planned 17.7 mile light rail transit line between UNC Hospitals in Chapel Hill and North Carolina Central University in Durham. The D-O LRT Project includes 17.7 miles of double track on a fixed guideway (10 miles at-grade ballasted track, 3.7 miles of at-grade embedded track, and 4 miles of trackway on elevated structure) with 18 light rail stations (16 at-grade, 1 on elevated structure, and 1 on retained fill). The project also includes one Rail Operations Maintenance Facility, located between I-40 and Farrington Road, which will include office space, conference rooms, and areas to store equipment, service, and maintain the light rail vehicles. Buffer impacts only occur in the Jordan Lake basin. Page 7 of 12 D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Every effort was made to minimize the number of geotechnical borings placed in wetlands. Borings were located in wetlands only when no other alternative was available (trees, debris, or other obstacles were located in the area where the boring needed to be placed). Effort will be taken to minimize ground disturbance on both private and public property. Care will be taken to ensure the property is left as close to the original condition as reasonably possible. All surface disturbances will be restored in accordance with any permits or regulatory requirements. Equipment requiring easy access or drive to setups, such as along roadways and roadway shoulders, a truck or trailer-mounted drill rig may be used. In wetlands, for soft, wet ground areas, a relative low-ground contact pressure drill rig will be mounted on a tracked marsh buggy to limit ground disturbance. b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Minimal to light clearing (but no grubbing) will be required to access some of the geotechnical borings. If possible, hand clearing with a chainsaw will be used for access. If necessary, a skid-steer type forestry-cutter operated by a private sub- contractor may be required. This machine will cut a path approximately 12 feet wide, cutting only small brush and trees. The drillers will re-seed if they disturb the riparian area enough to repair it. However, disturbance is typically not enough to require replanting (the root mass is typically left intact for everything to re-sprout quickly). Additionally, they will avoid cutting any trees over 5" dbh where feasible (they work around sizable trees rather than stopping to chainsaw them). Occasionally ruts occur if the soil is soft or wet, in which case they will restore the grades as they exit the site. 2.
