As we discussed, Water & Land Solutions (WLS) is requesting a stream origin/buffer applicability determination from you, for Reaches R1, R3, and R4 for the Edwards -Johnson Mitigation Project. This project is a full -delivery stream and riparian buffer mitigation project WLS contracted with NCDEQ Division of Mitigation Services. The project is located in Johnston County, NC, between the community of Archer Lodge and the Town of Wendell. The project reaches in question, that we are requesting the determination on, are Reaches R1, R3, and R4. R1 and R4 are at the headwaters/beginning of the described project, and R3 is at the project terminus. The project extends from the upstream end, approximately 3,000 linear feet downstream, to its confluence with Buffalo Creek. WLS conducted field evaluations of intermittent/perennial stream status in early September 2015, during moderate drought conditions, prior to the significant rainfall events in early October 2015. These evaluations were based on NCDWQ's Methodology for Identification of Intermittent and Perennial Streams and Their Origins (v4.11, Effective Date: September 1, 2010). The following information for Reach R5 was determined: Reach R1 • Drainage Area: 96 acres • Reach Length: 495 linear feet • NCDWQ Stream Classification Form Score: 29.75 • Stream Status Based on Field Analyses: Perennial Reach R3 • Drainage Area: 211 acres • Reach Length: 869 linear feet • NCDWQ Stream Classification Form Score: 46.5 • Stream Status Based on Field Analyses: Perennial Reach R4 • Drainage Area: 55 acres • Reach Length: 815 linear feet • NCDWQ Stream Classification Form Score: 26.0 • Stream Status Based on Field Analyses: Perennial/Intermittent Attached is the completed required application form as well as the following: • USGS Topographic Map Figure (Figure 4) • NRCS Soils Map (Figure 5) • USDA Soil Survey (scan of original) with reach limits shown • Mitigation Assets & Monitoring Features Map (Figure 10) Please let us know if you need any additional information from us.
