Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this The project area is located within an existing Duke Energy Progress transmission line easement, bisected by King Neck Road (SR 1613) ) with entrances .40 miles south of its intersection with Stapleford Road, approximately 3.5 miles northeast of Bridgeton, in Craven County, North Carolina. The project area is approximately 2.9 acres, within the existing Duke Energy Progress right-of-way. The subject property drains to Upper Broad Creek, which is a designated Class C/SW,NSW, and a tributary to the Neuse River within the Neuse River basin (HUC 03020204). There are no mapped surface waters either on the USGS quadrangle or Craven County Soils Survey within the project area, nor any surface waters within the project area subject to the Neuse River Riparian Buffer Rules. The nearest surface water, Upper Broad Creek, which is subject the Neuse Buffer Rules, is approximately 395' east of the project area. There are four riparian wetland areas within the project boundary of the existing easement, wetland areas 1 (0.15 -acre), 2 (0.39 -acre), 3 (0.12 -acre), and 4 (0.34 -acre), which totals 1 -acre. The wetland areas within the project area are currently maintained in an herbaceous state, as part of the routine maintenance of the existing overhead transmission line. These wetland areas can be categorized as Palustrine Shrub -Scrub (PSS) according to the Cowardin classification system. A jurisdictional wetland delineation performed by Environmental Services, Inc. and field verified by Mr. Gary. Beecher (USACE representative) on December 13, 2016. A Preliminary Jurisdictional Determination was issued January 5, 2017 (AID SAW -2016-02281). See Figures 1-3, Sheet 2 of the Construction Drawings, and the enclosed documentation for existing conditions. Land use within the vicinity of the project is primarily agricultural and silviculture. Explain the purpose of the proposed project: The purpose of the proposed project is to install switch structures 66-1 and 68-1 along the Tideland EMC – Aurora – New Bern 230 KV Transmission Line in Craven County. 3e. Describe the overall project in detail, including the type of equipment to be used: The proposed project consists of installing switch structures 66-1 and 68-1 along the Tideland EMC — Aurora — New Bern 230 KV Transmission Line in Craven County. The project will be providing a permanent driveway pull -off to the Duke Energy Progress transmission line right-of-way on both sides of King Neck Road, and a gravel access drive to the proposed switch structure 68-1. Switch structure 68-1 will be a remotely operated switch that requires testing on a monthly basis, therefore a permanent access road is proposed in this location due to frequent access requirements. Switch 66-1 will be a manually operated switch, which does not require frequent testing or access, therefore a permanent access road is not proposed in this location. Although efforts have been made to avoid impacts to jurisdictional waters, two wetlands will be impacted by grading and fill associated with the eastern gravel access road. There are proposed impacts to wetland area # 4 of 0.01 -acres and 0.07 -acres of impact proposed to wetland area # 3. There is a total of 0.08 -acres of riparian wetland impact associated with the proposed project, while avoiding the remaining 0.92 acres of wetlands within the project area. There is a temporary access road proposed on the western side of King Neck Road for construction access to the switch structure 66-1 location. Temporary composite matting will be utilized for this eastern temporary access road and placed on the ground surface, without any disturbance to the sub -surface of the wetlands areas within this location. This temporary access road will also utilize an existing access trail, minimizing new land disturbance in this location. As noted previously the wetlands within the existing transmission easement are maintained in an herbaceous state, so placement of the temporary composite matting will not require clearing of forested wetlands in these locations. There are no other proposed impacts to jurisdictional waters and Neuse Buffers associated with the proposed project (See Sheet 4 of Construction Drawings). Impacts to jurisdictional wetlands, streams, and buffers have been avoided and minimized to the maximum extent practicable. There is a total of 0.08 -acres of riparian wetland impact associated with the proposed project, while avoiding the remaining 0.92 acres of wetlands within the project area. The eastern permanent access road will cross wetland area # 3, at a near perpendicular angle and has been designed at the minimal width necessary to provide safe ingress and egress to the site, minimizing wetland impacts in this location. There is a temporary access road proposed on the western side of King Neck Road for construction access to the switch structure 66-1 location. This temporary access road will also utilize an existing access trail, minimizing new land disturbance in this location. There are no other proposed impacts to jurisdictional waters and Neuse Buffers associated with the proposed project. 1 b. There is a temporary access road proposed on the western side of King Neck Road for construction access to the switch structure 66-1 location. Temporary composite matting will be utilized for this eastern temporary access Page 7 of 13 PCN Form — Version 1.3 December 10, 2008 Version road and placed on the ground surface, without any disturbance to the sub -surface of the wetlands areas within this location. This temporary access road will also utilize an existing access trail, minimizing new land disturbance in this location. As noted previously the wetlands within the existing transmission easement are maintained in an herbaceous state, so placement of the temporary composite matting will not require clearing of forested wetlands in these locations. Proper sedimentation and erosion control methods will be utilized during all phases of construction and installation, as described in the Erosion Control Plan sheets to be reviewed and approved by the NC Division of Mineral, Energy, and Land Quality and/or Craven County. The contractor shall install silt fence, inlet protection, sediment traps, diversion ditches, tree protection, and other measures as shown on the erosion control plans, clearing only as necessary to install these devices. All erosion and sediment control measures will be checked for stability and operation following every runoff producing rainfall, but in no case less than once every week. Any needed repairs will be made immediately to maintain all measures designed. An erosion control inspections report is required and will be kept by the owner's representative. All slopes shall be graded no steeper than the angle that can be retained by vegetative cover or other adequate erosion control devices or structures. No material for construction will be placed in wetlands, streams, or Neuse Buffers at any time. Excavation will be limited to the area necessary for site preparation; all excavated material will be placed and retained on high ground. All excavated material will be placed landward of jurisdictional wetland contours on high ground and confined by adequate dikes or other retaining structures to prevent erosion and sedimentation into adjacent waters, wetlands, or Neuse Buffers. 2. Based on field inspections by others, it is believed that no adverse impacts to threatened and endangered species and their known habitat will occur due to the construction of the proposed project. 6. The project area is approximately 2.9 acres, within the existing Duke Energy Progress right-of-way. Land use within the vicinity of the project is primarily agricultural and silviculture. JURISDICTIONAL FEATURES: The subject property drains to Upper Broad Creek, which is designated Class C/SW,NSW, a tributary to the Neuse River within the Neuse River basin (HUC 03020204). There are no mapped surface waters either on the USGS quadrangle or Craven County Soils Survey within the project area, nor any surface waters within the project area subject to the Neuse River Riparian Buffer Rules. The nearest surface water, Upper Broad Creek, which is subject the Neuse Buffer Rules, is approximately 395' east of the project area. There are four riparian wetland areas within the project boundary of the existing easement, wetland areas 1 (0.15 -acre), 2 (0.39 -acre), 3 (0.12 -acre), and 4 (0.34 -acre), which totals 1 -acre. The wetland areas within the project area are currently maintained in an herbaceous state, as part of the routine maintenance of the existing overhead transmission line. These wetland areas can be categorized as Palustrine Shrub -Scrub (PSS) according to the Cowardin classification system. A jurisdictional wetland delineation performed by Environmental Services, Inc. and field verified by Mr. Gary. Beecher (USACE representative) on December 13, 2016. A Preliminary Jurisdictional Determination was issued January 5, 2017 (AID SAW -2016-02281). See Figures 1-3, Sheet 2 of the Construction Drawings, and the enclosed documentation for existing conditions. PROPOSED IMPACTS: The proposed project consists of installing switch structures 66-1 and 68-1 along the Tideland EMC — Aurora — New Bern 230 KV Transmission Line in Craven County. The project will be providing a permanent DKE-16310 Ms. Karen Higgins Tideland EMC — Aurora — New Bern 230 kV Transmission Line June 2, 2017 Page 3 of 6 driveway pull -off to the Duke Energy Progress transmission line right-of-way on both sides of King Neck Road, and a gravel access drive to the proposed switch structure 68-1. Switch structure 68-1 will be a remotely operated switch that requires testing on a monthly basis, therefore a permanent access road is proposed in this location due to frequent access requirements. Switch 66-1 will be a manually operated switch, which does not require frequent testing or access, therefore a permanent access road is not proposed in this location. Although efforts have been made to avoid impacts to jurisdictional waters, two wetlands will be impacted by grading and fill associated with the eastern gravel access road. There are proposed impacts to wetland area # 4 of 0.01 -acres and 0.07 -acres of impact proposed to wetland area # 3. There is a total of 0.08 -acres of riparian wetland impact associated with the proposed project, while avoiding the remaining 0.92 acres of wetlands within the project area. There is a temporary access road proposed on the western side of King Neck Road for construction access to the switch structure 66-1 location. Temporary composite matting will be utilized for this eastern temporary access road and placed on the ground surface, without any disturbance to the sub -surface of the wetlands areas within this location. This temporary access road will also utilize an existing access trail, minimizing new land disturbance in this location. As noted previously, the wetlands within the existing transmission easement are maintained in an herbaceous state, so placement of the temporary composite matting will not require clearing of forested wetlands in these locations. There are no other proposed impacts to jurisdictional waters and Neuse Buffers associated with the proposed project. There is a total of 0.08 -acres of riparian wetland impact associated with the proposed project, while avoiding the remaining 0.92 acres of wetlands within the project area. The eastern permanent access road will cross wetland area # 3, at a near perpendicular angle and has been designed at the minimal width necessary to provide safe ingress and egress to the site, minimizing wetland impacts in this location. There is a temporary access road proposed on the western side of King Neck Road for construction access to the switch structure 66-1 location. This temporary access road will also utilize an existing access trail, minimizing new land disturbance in this location. There are no other proposed impacts to jurisdictional waters and Neuse Buffers associated with the proposed project. As noted previously the wetlands within the existing transmission easement are maintained in an herbaceous state, so placement of the temporary composite matting will not require clearing of forested wetlands in these locations. Proper sedimentation and erosion control methods will be utilized during all phases of construction and installation, as described in the Erosion Control Plan sheets to be reviewed and approved by the NC Division of Mineral, Energy, and Land Quality and/or Craven County. The contractor shall install silt fence, inlet protection, sediment traps, diversion ditches, tree protection, and other measures as shown on the erosion control plans, clearing only as necessary to install these devices. All erosion and sediment control measures will be checked for stability and operation following every runoff producing rainfall, but in no case less than once every week. Any needed repairs will be made immediately to maintain all measures designed. An erosion control inspections report is required and will be kept by the owner's representative. All slopes shall be graded no steeper than the angle that can be retained by vegetative cover or other adequate erosion control devices or structures. No material for construction will be placed in wetlands, streams, or Neuse Buffers at any time. Excavation will be limited to the area necessary for site preparation; all excavated material will be placed and retained on high ground. All excavated material will be placed landward of jurisdictional wetland contours on high ground and confined by adequate dikes or other retaining structures to prevent erosion and sedimentation into adjacent waters, wetlands, or Neuse Buffers. MITIGATION: There is 0.08 acres of total impacts to waters of the U.S. on the project site. The applicant proposes mitigation in the form of avoidance and minimization to waters of the U.S. DKE-16310 Ms. Karen Higgins Tideland EMC — Aurora — New Bern 230 kV Transmission Line June 2, 2017 Page 6 of 6 DIFFUSE FLOW: There are no mapped surface waters either on the USGS quadrangle or Craven County Soils Survey within the project area, nor any surface waters within the project area subject to the Neuse River Riparian Buffer Rules. The proposed access road and switch station pad will be graded to allow for sheet flow from all sides and dissipate into relatively flat slopes of 2% or less. There are no sources of concentrated and/or high -velocity flow from the proposed project area to a protected riparian buffer. The nearest surface water, Upper Broad Creek, which is subject the Neuse Buffer Rules, is approximately 395' east of the project area, therefore a diffuse flow plan is not proposed for this project. STORMWATER MANAGEMENT: Since the total disturbed area is less than 1 -acre, a stormwater management plan will not be required for the proposed project.
