I received word from the USACE earlier today that depths of -8 ft. MLW have been established on both the east and west side of the channel and that charter vessels were using the channel this past weekend. The attached map is a survey conducted by the USACE last week showing mainly the dredging completed on the west side. The USACE expects to conduct another survey this week and will pass that information along when available. Please let me know if you have any questions about this project. In the coming weeks we will submit any permit required reports to the respective agencies. Since May 11th the sidecast dredge MERRITT has been working in the Hatteras Inlet Connector Channel. As you are all aware the DCM and Division of Water Resources both agreed to allow dredging operations on this project to take place until either June 15th, or 3 weeks from the date when dredging is re-initiated, whichever comes first. On May 12, 2017 we received a copy of the correspondence from the USACE agreeing to a similar allowance of an extension for work until June 15th, 2017 or until the completion of work, whichever comes first. The three week timeframe will run until mid-day on June 1. The majority of the west side of the channel has been cleared down to a depth of -8 MLW. There is a small prism of shoaling on the northern side of the western portion of the channel that they may try to clean up before leaving. The dredge has only recently been able to break through on the east side of the channel, closer to the inlet. Some additional shoaling occurred in that area since the pre -con survey was constructed and sea conditions earlier this week were less than optimal. With W and SW winds this weekend they are hoping to make some good progress. At present the plan is that they will be finished dredging by the end of the day on May 31, which would adhere to the relief granted by DCM and USACE. They have asked that we re -assess things on Tuesday morning to measure the progress made over the weekend as to whether or not additional days beyond May 31st are necessary to establish the minimal channel dimensions. I've heard from locals that the dredge has been focusing on the west side of the channel up until now and was scheduled to switch to the eastern side today or in the next couple days. It is my understanding that as of today, the Dredge Merritt has returned to the Connector Channel at Hatteras. Assuming the Merritt is operating today, the three week timeframe will run until June 2. At present, I am not in receipt of any official correspondence from the USACE that the same relief has been granted by them as was granted by DCM and the Division of Water Resources. However, I did speak to Josh Pelletier on Monday (5/8/17) and he mentioned that they would be sending out the official approval on Tuesday. Neither Dare County nor CPE -NC have received a digital or hard copy of that approval at present. Josh, please confirm that the correspondence approving dredging beyond May 15th has been sent and if possible, please provide a digital copy to both the County and CPE -NC. DCM is aware that the most recent delay that the County has encountered was something that was totally outside of the County's control. We are also very aware of the urgency of this matter. With this in mind, and again taking into account the urgency of this project, DCM does agree to allow dredging operations on this project to take place until either June 15th, or 3 weeks from the date when dredging is re-initiated, whichever comes first. Additionally, we ask that we be notified once dredging efforts resume, and that weekly status reports be provided to DCM once work has begun so that we may remain informed about the progress being made towards project completion. Please also note that this approval on DCM's part does not eliminate the need to obtain additional approvals that may be required from any other permit agency, including but not limited to the U.S. Army Corps of Engineers. This morning, the Merritt was pulled from operations at Hatteras Inlet by the USACE to conduct the emergency work required at Bigfoot Slough, mentioned in the previous email. Depending on weather and other conditions, the Merritt may not be able to return to Hatteras Inlet until May 17. Obviously with the current relief period only extending to May 15th, this is of concern to the County. At present, only 3 days of dredging have been conducted at Hatteras Inlet. Attached is a map of the conditional survey conducted by the USACE last week prior to any dredging. The Merritt concentrated on the western box shown in the attached map during the 3 days of dredging (April 22, 23 and 24). They were able to open a preliminary channel approximately 40 ft. wide and 6 ft. deep in that section. No dredging was conducted in the eastern box shown on the map. The USACE has suggested that they anticipate needing a little over two (2) weeks to complete the work once they return to Hatteras Inlet. However, given weather and the possibility of dredge repairs, the USACE dredge operations folks suggested we request an extentsion of the existing relief through June 15th. Please consider this a formal request for an extension of the previously issued relief to extend through June 15th. Please let me know if you have any questions. At present they do not know what day they will have to leave or for how long. The County is waiting to receive an update from the USACE once they have a better idea of the amount of work required at Big Foot Slough. The tentative plan is to finish the emergency job and return to the connector channel at Hatteras to dredge as much as possible before May 16. As soon as the County receives an update from the USACE, we will pass this information along to you all with an estimate on the progress they expect to make in the connector channel before May 16. The permit allows for the channel to be dredged to 150' wide and -12.0' MLW. The County would like to get the channel as close to the permitted dimensions as possible, going into the summer months.
