TROGDON, III SECRETARY SUBJECT: Nationwide Permit 14 Application and Water Quality Certification Request for a New two-lane Access Road from SR 1641 (Country Club Road) to Halifax Community College. WBS # 80028 Dear Sirs: The North Carolina Department of Transportation (NCDOT) proposes to build a new two-lane access road from SR 1641 (Country Club Road) to Halifax Community College. The purpose and need of this project is to alleviate congestion that is currently being caused by only having only one ingress and egress to Halifax Community College. Additionally Country Club has a stop light condition at US 158 which will allow for safer left turn movements into and out of the college off US 158. This new road will impact a small hardwood flat wetland within this interstream divide. We propose a total take of this wetland and have included mitigation as such. If you have any questions or need any additional information, please contact Chad Coggins, Division Environmental Officer at (252) 640-6427. Your time and effort are appreciated.
