TROGDON, III SECRETARY Re: R-2518A & R-2518B Stream Mitigation Sites, Madison/Yancey Counties, Action ID No. SAW 2007-2197-357/300; DWR Project No. 20071134 Ms. Beckwith, As you are aware, the Department has monitored the R-2518A arid R-2518B stream mitigation sites listed below in Table 1 since construction was completed. Per the permit requirements, NCDOT was required to monitor the sites for stream stability via Level I protocols outlined in the "Stream Mitigation Guidelines, 2003" for five years or until success criteria has been met. The preservation sites were monitored by visual observation for five years with reports submitted annually. Table 1. Note: Site 12 will be closed once the right of way is established and fencing installed. During the monitoring period, annual monitoring reports were submitted to the appropriate regulatory agencies via the Environmental Analysis Unit website: https: //connect. ncdot. �ov/resources/Environmental/Pa�es/Permits-and-Mitigation. aspx After five years of stream stability and vegetation monitoring, the above listed mitigation sites show that the planted species are surviving and the streams remain stable at this time. Individual annual monitoring reports are available on EAU's website for 2010-2016. A meeting was held at the U.S. Fish and Wildlife office on May 23rd, 2017 to discuss the credit loss due to utility impacts throughout the R-2518A mitigation sites. During this meeting it was agreed between NCDOT and the resource agencies that NCDOT will provide mitigation to offset 155 linear feet of impacts due to utilities at a 2:1 ratio. NCDOT is investigating the feasibility of providing the required 310 linear feet by completing stream restoration at the Grassy Creek site in Spruce Pine. NCDOT will updated the resource agencies once the feasibility study is complete. A site visit was conducted on May 24th, 2017 with the regulatory agencies and NCDOT personnel present. It was determined at that meeting that the site success criteria had been met and that no further monitoring would be required. NCDOT will install additional signage at Site's J and N as agreed to during the field review. NCDOT requests that the appropriate resource agencies provide documentation stating that no further monitoring is required and that these sites are closed and will be moved to NCDOT's Stewardship Program.
