As you are aware, the Department has monitored the Jacktown Creek mitigation site since its
construction in March of 2012. The Jacktown Creek mitigation site is located adjacent to NC
226 and the entrance to McDowell Technical Community College. The site was constructed and
planted in March of 2012 and provides 4501inear feet of stream restoration, of which 175 linear
feet were used to offset stream impacts associated with the B-4191 project. The remaining 275
linear feet will be considered an onsite asset and may be available as mitigation for future
projects in the service area if approved by state and federal environmental regulatory agencies.
Per the permit requirements, NCDOT was required to monitor the stream mitigation site for
channel stability on a bi-annual basis for five years or until success criteria were met with at least
two bankfull events having occurred during this period.
During the monitoring period, annual monitoring reports were submitted to the appropriate
regulatory agencies via the Environmental Analysis Unit (EAU) website:

After five years of vegetation and stream stability monitoring, the Jacktown Creek stream
restoration site indicates that the planted vegetation is surviving and the streambanks remain
stable at this time. Individual annual monitoring reports are available on EAU's website for
2012-2016.

A site visit was conducted on May 23rd, 2017 with the regulatory agencies and NCDOT
personnel present. It was determined at that meeting that the site success criteria had been met
and that no further monitoring would be required. During the on-site meeting, two small areas of
localized bank erosion, noted during the monitoring period, were reviewed. The areas, totaling
approximately 30 linear feet, will continue to be evaluated by photo documentation in the
NCDOT Stewardship program. NCDOT requests that the appropriate resource agencies provide
documentation stating that no further monitoring is required and that the site is closed. If you
