Could you please provide comments regarding the information request below? Comments regarding GC4085/NW 3: - The PCN states that jurisdictional determinations were made by RK&K. Please provide a copy of the determinations. We did find a copy of the Preliminary JD and have included it with this email. - The nearest waterbody is Drowning Creek (WS-II; Sw, HQW). Projects occurring within this watershed are subject to sedimentation and erosion control designs set forth in 15A NCAC 04B .0124, Design Standards in Sensitive Watersheds. Please provide a copy of, or weblink to, the sediment and erosion control plan. We will adhere to Design Standards in Sensitive Watersheds. Erosion control plans are not turned in until three months priar to the let date which is typically after we've submitted our permit applications. Our Roadside Environmental Unit is responsible for the preparation of the plans and coordinates with the Division of Land Quality as needed. Comments regarding GC4086/NW ] 2: - GC4086 states, "Construction corridors in wetlands and across stream channels shall be minimized to the maximum extent practical and shall not exceed 50' wide for gas utilities and 40' wide for all other utilities. Exceptions to this condition require application to and written approval from DWR. [15A NCAC 02H .0506 (b)(2) and (c)(2)0]. Please indicate if the teinporary utility easeinent (Utility Weiland Impacts, Permit Drawing Sheet 2) will eXceed 40'. We've confirmed that easements are 40' or less. GC4086 states, "For all utility lines constructed within wetlands, an anti-seep collar shall be placed at the downstream (utility line gradient) wetland boundary and every 150 feet up the gradient until the utility exits the wetland. Anti-seep collars may be constructed with class B concreie, compacted clay, PVC pipe, or metal collars. Wetland crossings that are directionally drilled, and perpendicular wetland crossings that open cut and less than 150 feet long do not require anti- seep collars." Could you please verify that this condition is met? The telephone line will be directional drilled. Additional comments: Permit Drawing Sheet 4 of 7 highlights the addition of Class 1 Rip Rap. Could you please explain why you are malcing these modifications? This is a back water area of Drowning Creek. The smaller stone is being used for pennanent fill as this area will be impacted during construction. Please consider addressing the above concerns as soon as possible to avoid permit delays.
