(919) 329-0051 Friday, September 19, 2008 Mr. Ian McMillan NC Division of Water Quality Central Office 401 Oversight/Express Review Permitting Unit 2321 Crabtree Boulevard, Suite 250 Raleigh, North Carolina 27604 RE: Request for More Information TT&E Iron & Metal DWQ Project #: 08-0950 Dear Mr. McMillan: The following are a list of responses to the comments generated by your office dated September 12, 2008. Design of Level Spreader #I (treating Drainage Area #3) has been revised based on wooded vegetation. Based on a phone conversation with Ms. Annette Lucas on Tuesday, September 16`n stormwater runoff from the proposed private access road begins to channelize at approximately the 328 contour. The drainage area being treated has been revised to treat this area and the level spreader has been sized accordingly. A full design of this drainage area/level spreader is included in the attached calculations. We are no longer proposing a Scour Hole to treat Drainage Area # 1. Due to the existing topography of the site, as well as the outlet elevation for the proposed Detention Pond # 1, we are unable to utilize a scour hole or a level spreader in this area. Mr. Keith Roberts, PE spoke with Ms. Lucas on Thursday, September 18`n and it was determined that the best solution would be to reduce the flow velocity of the outlet pipe to less than 2 ft/s using a dissipator pad. After the dissipater pad, discharge flow from the outlet pipe would enter the wetlands before being conveyed to the buffer. The southeast portion of the project does not involve any new impervious area. The attached plans have been revised to clearly distinguish existing features from proposed ones. The existing pavement in the southeast portion of the project was present prior to implementation of the Neuse River Basin (NRB) Buffer Rules in 1997 and has been ongoing. Therefore, this existing use should be exempt from those rules. We appreciate the opportunity to have provided you with our services on this phase of the project. If you have any questions concerning this letter or if we can assist you on any other phase of the project please do not hesitate to contact us. Develop ent C suiting Services, Inc.
