Subject: Proposed improvements to Bridge 275 on SR 1603 (Carpenter Hoyle Road) in
Cleveland county, Project number 17BP.12.R.43, BIMS 20170260
Mr. Zimmerman:
We received your comments on our request for a 401 Water Quality Certification for the
subject project. We have coordinated with the engineering finn that we have hired to design this
project and ainended the design to correct the issues in your April 28th, 2017 notice to our office.
Your comments and our proposed corrections are:
Deck Drains placed over the creek bank
➢ We adjusted the super elevation on the road so that the shoulder on the side of the
road can store enough rain water to prevent ponding in the travel lanes. This
allows us to keep the deck drains from discharging over the stream banks.
Impacts not minimized because deck drains placed over the bank
➢ The dissipation pads that originally extended onto the stream bank were pulled off
the stream banks which reduces the permanent stream banks from 4' to 0'.
