Subject: Modification of Neu -Con UMBI for Selma Mill 11 Mitigation Site
Dear Mr. Thomas,
Resource Environmental Solutions, LLC (RES) is pleased to submit the Neu -Con Stream and Wetland
Umbrella Mitigation Bank Instrument Modification for the Selma Mill H Mitigation Site for your review. The
Selma Mill II Site has been identified by RES to provide compensatory mitigation for unavoidable stream and
wetland impacts through the Neu -Con Umbrella Mitigation Banking Instrument. EBX-Neuse I, LLC, a RES
entity, is the bank sponsor for the Site.
The Mitigation Site is located in Johnston County, just north of Selma, North Carolina. The latitude and
longitude for the site is 35.547353 IN and -78.282503 OW. The project area is comprised of a single 29 acre
easement area that is bordered on top by S Wynbrooke Rd and on the bottom by Thompson Dr and Boykin
Ave, just west of NC HWY 96.
The parcel that makes up the area is disturbed bottomland hardwood wetland and channelized streams. Current
and historic impacts include beaver, dredging for drainage purposes, timbering, and invasive species. Mill
Creek flows through the project from northeast to southwest. The Selma Mill Mitigation Site, approved in
2016 and currently under construction, is contiguous with and flows directly into Selma Mill II. Common
canopy species including loblolly pine (Pinus taeda), sweetgum (Liquidambar styraciflua), and water oak
(Quercus nigra). Understory species include muscadine (Vitis rotundifolia), giant cane (Arundinaria gigantea),
and localized areas of Chinese Privet (Ligustrum sinense).
The purpose of the proposal is the establishment of a stream and wetland mitigation site under the existing
Neu -con Umbrella Banking Instrument to generate mitigation credits that may be used to provide
compensatory mitigation for unavoidable impacts to streams and wetlands associated with Department of the
Army permit authorizations pursuant to Section 404 of the clean water act.
The project will provide 2,610 linear feet of stream mitigation resulting in 522 stream mitigation credits. In
addition, the project contains approximately 25 acres of jurisdictional wetland and will provide approximately
5 wetland mitigation units. Specific mitigation treatments include buffer enhancement plantings, stormwater
control and diffuse flow features, invasive species control, and perpetual preservation. These activities on
Selma Mill II will improve water quality, hydrologic function, and habitat, and will provide a much expanded
habitat corridor when combined with the Selma Mill Site.
The proposed service area is included in the Upper Neuse River Basin (HUC 03020201). RES has signed an
option agreement with the land owner to record conservation easements on all land located within the bank
boundary. The easement will be conveyed to an appropriate conservation easement holder who will serve as
long-term manager for the mitigation property.
