Dear Mr. Cammin: On May 01, 2017, Ms. Min Xiao of this office performed a routine Compliance Evaluation Inspection with Mr. Walt Plekan, Mr. Jerry Maciejewski, and Mr. Glenn Price on the discharge from the Dow Corning groundwater remediation system (GWR). The treatment system was found to be compliant with the NPDES permit. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The current permit became effective December 1, 2016, and will expire at midnight on June 30, 2021. No significant changes have been made to the processes since last renewal. A copy of the permit was kept on-site. II. Self -Monitoring Program The DMRs for this inspection were reviewed for the period January 2016 through December 2016. The facility was found to be compliant with the effluent limits for the period. In addition, all monitoring was performed per the frequencies specified in the permit. Research & Analytical Laboratories is contracted to conduct the effluent sampling and measurement for all the parameters. III. Facility Site Review The GWR system treats volatile organic compounds and consists of the following components: extraction wells, air/water separator, oil/water separator, air stripper, bag filter, two in-series.liquid phase carbon filters, two in -series vapor phase carbon filters, and totalizer. The facility appeared to be competently operated and maintained. No problems or concerns were noted. IV. Records/Reports The ORC's visitation, chain -of -custody, laboratory results, and DMRs were readily for review. A comparison of the January 2017 DMR with the certified laboratory data sheets from R&A Labs showed that the values were transcribed onto the monitoring report properly.
