Response to Request for More Information
This Memorandum is in response to the Division of Water Quality's Request for More
Information dated July 14, 2008. Per our email correspondence, the University received
an extension to submit the additional requested information - with a new deadline of
September 24, 2008.
Five additional items were requested by DWQ:
1. Enumerate all riparian buffer impacts on site plan and clearly label impacts:
Impacts are numbered and clearly labeled, please see revised site plan.
2. Reduce greenway trail width to minimize impact to protected buffer: trail width
now reduced to 9,' please see revised site plan.
3. Please complete Section XIV on the application: Section XIV now complete,
please see revised application, page 14.
4. Please indicate which 404 Permit the USACE authorized for this project: James
Shern was contacted at the Raleigh Regulatory Field Office. Per his advice, the
DWQ PCN application was submitted for consideration for a USACE Nationwide
permit.
5. Proposed path vs. existing path labels unclear on Plan Sheet No. 103 and unsure
of Zone 2 impacts in this area: Proposed path now labeled. No impacts to Zone 2
with the construction of the bridge. Path to the east is an existing path (Phase 1).
Path to the west will be constructed by an outside developer - who is separately
pursuing all necessary permits.

• 5 revised site plans
• 5 copies of page 14 of PCN application form, revised
• 1 CD with project site plans as a PDF file

XIV. Cumulative Impacts (required by DWQ)
Will this project (based on past and reasonably anticipated future impacts) result in additional
development, which could impact nearby downstream water quality? Yes ? No
If yes, please submit a qualitative or quantitative cumulative impact analysis in accordance with
the most recent North Carolina Division of Water Quality policy posted on our website at
http://h2o.enr.state. nc. us/ncwcdands. If no, please provide a short narrative description.
Based on anticipated future impacts, this project will not result in additional development, which
could impact nearby downstream water quality.
XV. Other Circumstances (Optional):
It is the applicant's responsibility to submit the application sufficiently in advance of desired
construction dates to allow processing time for these permits. However, an applicant may
choose to list constraints associated with construction or sequencing that may impose limits on
work schedules (e.g., draw-down schedules for lakes, dates associated with Endangered and
Threatened Species, accessibility problems, or other issues outside of the applicant's control).
