Looking at your list of dates, I have Sept. 24, Sept 26, and Oct. 15 available. I've received a copy of the DWQ application, but have only had a chance to skim through it. Generally, I have similar concerns/questions to those you listed below. Based on cursory review of the application, I have the following additional concerns/questions: 1. This site is located within a watershed that supports the federal and state endangered dwarf wedgemussel and therefore I would be interested to know what the potential impacts may be to this species and its habitat due to construction and operation for the proposed pond. 2. Will a minimum flow release be required for the proposed pond? If so, how will the minimum flow release be determined? Dam safety-will your dam require a dam safety permit (is the dam going to be greater that 15 ft tall from the downstream toe to the crest of dam, or impound 10 acre-feet of water or more at the dam crest?) 2. Mitigation- Preservation is the only proposed mitigation for your impacts. I need to talk with Jean, my supervisor to see if we will need to require more mitigation for losses. 3. Size for the use intented/purpose and need- we just got a new Pond SOP (Standard Operating Procedures), which makes it really hard to justify impacts for amenity/recreational ponds. I also noticed the applicant wanted to use the pond for bass, and you stated that the other drainage areas on site were not going to be suitable to support large mouth bass. So what is a suitable size pond to support large mouth bass? Any additinoal information you can supply me will help justify the size for the use intented. 4. 1 notice that your impacts for the dam and road fill are just under the 150 feet threshold for mitigation for DWQ (148 ft.) Are you really going to be able to keep it under 150. 1 just don't want the applicant to run into a problem later with a violation, when it comes time to run compliance on the project. 5. Just some other thoughts as well- was an off-line pond considered?, and will there be any kind of low flow device installed to allow water flow down stream? Sept. 18 sounds good for me, i have not heard from DWQ or WRC, so let's tentitively mark that date, unless i hear something different from DWQ or WRC we can plan on meeting in the morning sometime say 10 am? Since Eric has done all the field work and i have had no dealings with the project thus far, i would like it if we could get together on site so i can get up to speed on the project and voice some concerns i have with it. I have forwarded this email to Cindy Karoly (DWQ) and Shari Bryant (NCWRC), to see if they would like to send a representative to join us on site as well, to hear if they have any concerns. I would like to meet as soon as everyone is available. The days i can meet are as follows: Sept 15, 16, 18, 22-26, Oct 10 ,14-16 Almost any day in November after the first weel will work as well.
